Yes, 18th amendment was moved by the previous government but certain laws and their enactment are still in abeyance. These provisions will come into play as soon as next government takes the office.

Yes, in Article 92 it is also mentioned as following:-

Provided also that the aforesaid amendment shall be effective from the next general election held after the commencement of the Constitution (Eighteenth Amendment) Act, 2010.]
