I call Ntdc hr they respond that they calls only some topers because seats are very limited.

As one department of NTDC is privatize, so they will accommodate peoples from that department in NTDC first, then interview letters will be issued only for remaining seats(if any) soon.

Yes. first NTDC will accommodate people from CPPA(who wants to be in NTDC) and then hire new one's. But its major effect will be on lower grade jobs like BPS-14, 15 etc.

This was same as when NTDC separated from WAPDA and option was given to employs to join either NTDC or stays in WADPA(LESCO,FESCO etc.) But in this case many wants to remains in NTDC as it expected that CPPA is completely privatize after hiring new people but not NTDC.
