Age limit mentioned for Asst.Director is 30 years. but 5 years general relaxation is also mentioned. does it mean that age limit is 35 years, without any relaxation claim ?
or the relaxation is only for govt.employees, candidates from backward areas etc, i.e. who claim age relaxation.

It means that general age for everyone is 35. Everyone who is under or at 35 is eligible.

Yes, it is mendatory and it can only be issued from the concerned officer of your parental district.
