When there is clearly mentioned that 3 years certificate is to attached then how can we apply

This certificate will be provided by the officers of autonomous bodies/corporations only.

If the certificate of three years is compulsorily required, then it validates the Establishment Division's explanation of the rules. As the service of three years is not required in the parent organization (there the only requirement is BPS-17/18 civil servant), it is only required as Section Officer in Federal Secretariat (which in your explanation of rules is for the servants of autonomous organizations).

At first i was of the same view as the advertisement is ambiguous but when i read the rule 3(iv) of SOPE by transfer (file is available on fpsc website right next to the ad) , it is compulsory to have 3 year experience as SO in FS.... Although a case can be taken up in this regard since it is injustice to those officers working at BS-17 and BS-18 in Government Sector...

Please correct me if i am wrong

Furthermore FPSC asked candidates to fill the form attached as Annex B. Establishment Division will verify either candidate have worked as SO in FS or not.... So it is clear that only those who have worked as SO are only eligible

please if you can present the copy of SRO to your fellow LLB/LLM and get further clarification regaarding clause 3(vi), 4(vi) and 4(vii) of rules of SOPE by Transfer available on FPSC Website

Have anyone tried calling FPSC for further clarification?. I have called them multiple times but they are least bother to attend the calls.

Yes I have shown the rules to LLM/LLB degree holders and they are still of the view that certificate of three years service as SO is applicable to corporation/autonomous body only. I think we should apply and if FPSC rejects our candidature, we should move to court. Waisay unki fpsc n estb div walay yehi kehte hain ye condition sb k liya ha main ne b phone kiya but legal experts ki ye opinion ha k agar aisa ha tu phr wo likhne ma galti kr gaye hain n hm sbku aiska fayda uthana chahye warna court ka option tu ha e..

Dear if you had a conversation with FPSC representative and FPSC is of the view that 3 years service as SO is required then it is of no use to apply and go for court as at the end of the day FPSC will produce document of establishment division in their defense/clarification.... I dont think it will be a fruitful exercise since FPSC will straightaway put the names of such candidates in rejected list and even they will not issue roll number slips just as the case of CSS...
