In my opinion
1.NTS should make sure eligibility.
2. Written test with 60% ( 50% in each section) for officers anf 50% (40% in each section) for staff is selection criteria
3. If in case selection criteria is not met (due to toughness of test) then minimum criteria will be 45% & 35% respectively for the position. ( thats what floor means).
4. If 3rd criteria is also not met then posts will be re-advertised.

You are right

As per my understanding merit is totally based on NTS test and education as interview committee has no marks with them. In interview they will just check your attested degrees and physical fitness etc....

So if one is called for interview he/she has to show his/her attested documents.

I am really worried about this attestation

According to BOT meeting it is clearly written that NTS will conduct other test of candidate how secure the minimum 60% and 50%..

Nts did short listing in first phase.i remember sending attested docs to nts at time of applying.they first check the required marks for test eligibility.2nd step was the test.now third step should be interview.atleast thats whats my understanding.rest time will reveal!
