dear members as turkey universities requires IELETS/TOFEL certificates.....can we go for turkey university if IELETS/TOFEL is not available in hand??

IELTS is required for admission, now we have to just apply for the scholarship only so no need of IELTS score in hand at present

I have 81 marks in gat 99.45 percentile. But my field cutt off is very high.

my question is :
can anybody give me the info which of the universities (as mentioned by hec) are demanding GRE,
And how can we find the hec related unis in the countries(like germany, austria) listed in the list.
and can a 16 years education person apply in germany, austria, china ?
