It is surety bond. it will be executed between you and sub registrar.
One executant is YOU and the other one is SUB REGISTRAR. The second one is simple to understand as Sub Registrar is written below it.

Those of you who have sent your documents and bonds to HEC please tell me that whether you have sent the original or photocopies of "Police Clearance Certificate" and "Medical Certificate" ?

you have to send original police and medical certificate... if you submit the original in embassy then tell HEC and send photocopy

i have received original admission letter through courier, but not the final award letter, mr jamshaid has told me that you can apply for visa with provisional award letter (i think a color print of the provisional letter email will be acceptable), i am planning to go to embassy tomorrow for via application.

In Karachi consulate they asked for original hec letter but I have only scanned copies of admission letter and provisional letter.
