Keep trying. In my case they received approximately 50% of calls in office hours. They will ask you, your Reference No. like 2EG2-1234 and your status is checked in few seconds.

I also contacted on the given number they respond after few attempts but unfortunately they didn't provided any useful info . The person there said that your case was handled by adil khan who was on leave due to health related issues. He further said that as they had extended the date for submission of missing documents therefore fund transferring process had been delayed. according to him it may take more two months.

Two of PhD scholars of my institute visited HEC and there they came to know that their funds were transferred in previous month but award letter didn't reached to them. ( They submitted their documents in September 2014 )

Alhamd o LILLAH, received final award letter from HEC today, they have transferred 570,000 to my university account (two years lump sum) out of which 370,000 are mine..
