1)What are my chances ?
2)This merit is calculated collectively for all fields or is it subject/field specific ?

as per ipc officials, the merit is calculated w.r.t to marks, not w.r.t field of study. at merit number 12 you will surely get the scholarship

Definitely the standard of education is much better in china than pakistan.
You have to give 3 chinese universities as your preferences for admission to IPC and then IPC will submit it to chinese scholarship committee who if so possible will secure your admission in your desired list, otherwise they will themself secure in any other chinese university.
The only problem is language issue which is more problematic when medium of teaching is in chinese language. Anyhow then you have to undergo compulsory 1 year chinese language course. Best of luck
