No dear! GAT is sill necessary to get admission in a post graduate degree program. For your confirmation, you can see the admission ads in newspapers. This its the court decisions which are changed every few days and GAT will be there, maybe in a modified form.

Today it is in newspaper that HEC said that GAT is not necessary for admissions in M.Phil and PhD. Now universities will take their own admission tests.

Visit HEC website, you'll find a list of all recognized universities.

Default status of scholarship
Dear seniors kindly guide me I have availed provisional offer and I got that when I was in third semester of MPhil, i sent my documents to HEC now I have completed MPhil and got admission in phD still have no idea whether I have been selected for scholarship or not I m confused about my status, any one here to guide me wts possibility of maturing of provisional offer???
