An outside question: the fpsc issues the lists of alternate candidates in recommendations. what does alternate candidates mean?

Third quarter means July to September.

Probably, result would be declared in the end of August or start of September.

It means if the recommended candidate drops the offer for whatsoever reason, the alternate candidate is called in.
