Just kidding and you know that brother. It will serve nothing in the light of scenario mentioned by Mr.Aperbro. Well.....There is a Govt; service rule for promotees that they have to be promoted in next scale before end of December, otherwise newly inducted officers will become senior to them. Let us say directly inducted officers join the organization in BS-17 during January-2012 and promotees get promotions to BS-17 in December-2012 (i.e. 11 month later) they will become senior to newly inducted officers. That does make difference because whole lot of promotees become senior. In every govt; organizations, promotees become active in November and December for their regular DPCs. Even if they lose the petition, they will try hard to delay the fresh appointments upto January, next year.

To clarify many other things, I was looking for NAB, TCS 2002 rules, which I couldn't find yet.
It is the duty of HR deptt: to assess retirements, promotions and after that seats falling vacant for that year, should be advertised. I don't know anything about NAB's TCS 2002 rules, but Govt; organizations reserve 15% seats for promotees and 75% seats for newly inducted officers in BPS-17, which rarely follows. Most of the time, promotees find their places by using influence for their promotions in Own Pay and Scales for seats temporarily falling vacant till the induction of new officers. Immediately, thereafter they use influence for lesser seats' advertisement because remaining seats goes to them. No one wants to revert back to previous post.....Well you should not worry about that. It is purely departmental issue.

400 workers file court cases: resentment over new hirings in NAB

There is strong resentment among National Accountability Bureau (NAB) officials over recent appointments and recruitment of over 400 employees: a number of NAB officials have gone into litigation against their management. Over 80 NAB officials have filed a petition in the Islamabad High Court (IHC) against the recruitment process under which recent appointments had been made by its chairman Admiral (Retd) Fasih Bukhari on contract basis, a NAB official said.

He said that petitioners had termed the recent appointments and recruitment process adopted for fresh appointments illegal. The recruitment process adopted for fresh appointment was expected to deprive a number of officials from their due promotions. According to the appointment criteria, the NAB can make 25 percent appointments from outside while 75 percent positions can only be filled through promotion of the existing staff, he said.

The NAB spokesperson maintained: "NAB has made all appointments according to rules and regulations." He said that under the NAB law the Chairman can appoint on contract basis. "The NAB Chairman can appoint experts, advisers on contract basis while for regular appointments, the Bureau has started a recruitment process to fill in more than 400 posts," he added. He said that when Bokhari took over as NAB chairman, the bureau was working with merely 28 percent of its sanctioned strength and immediate appointments were made on contract basis aimed to improve NAB performance.

I hope the above clears a lot of confusion here as the new inductees are not being hired for contractual posts.

I have no clue as to what is causing the delay but it sure is a nail biting situation for all. Its a lifetime opportunity hopefully for all and has now made me more desperate then ever.
