my father got retired at grade 20 but he remained edo community development most of pms officers know him he was an active member once but now he has left everything

PMS service is nearly equal to DMG service. One of my friend from PMS 2
( Conducted in 2009) is serving as AC Raiwind. He has been AC in multan in his previous posting. these are better postings than any of post CE 2008 DMGs. more than 10 DMG officers of grade 19 are serving under DCO lahore naseem sadiq who is a pcs officer. monopoly of dmg is weakening.

according to rules pms officers and csps have the same criteria for promotion,,i.e both need 5 years exprrience to move toward 18 grade,,12 years experience for 19 grade,,17 years for 20 grade,22 years for 21 grade....still csps grow more rapidly than pms officers,.. why that is so????

From 19 to 20 :- After 17 years service 5 + 7 + 5 on " Selectio on

From 20 t0 21 :- After 22 year service 5 + 7 + 5 + 5 on " Selection

Now I will define seniority cum fitness and selection on merit : -

In new structure a PMS officer can be Secretary to provincial government in any department.In 21 a PMS officer can be posted as Additional Chief Secretary.In new rules this seat is for PMS Officers

That is cent percent correct, the general administrative cadres i-e PMS (Current not ex PCS) at provincial level and PAS at federal level follow that formula but not always, the terms like Seniority in terms of service years are obvious and need no definition but when we talk about Merit and Performance, it gets ambiguous and then we see things in action like Links and PR.....BUT i would again say this also is not always followed, nowadays you can get promotions without any links or you can get yourself in the good books of power corridors, Naseem Sadiq performed and the PML (N) govt sent him to Faisalabad, he performed and i hail from Faisalabad and i know PML (N) claimed many votes thanks to the performance of Nasim Sadiq, people revere him.....Then he was posted to Multan to win the city for PML (N)...So guys if you do the hardwork, you will definitely reap the fruit, Allah never let this go wasted and you win the hearts of people too
It has no future, DMG and PMS will go hand in hand.....The thing to do is to clearly demarcate the powers and posts of two cadres so there comes no discrepancy. Today there are 70 % Assistant commissioners in Punjab belong to PMS cadre, even more than that, PAS does not have numbers to defeat them.....

well the pms has strength but pas or dmg outpowers them as chief secretarty and other sectt are from dmg and they have more quota notwithstandng the number....then how can pms win...i think the only solution is to term dmg posting in province null and void or just they should be given some seats in different grades....

Bro how can you say that the pcs officers case has no future although they are i.e dmg trying there level best to drag the matter till december so that they can pressurize the successor of cj iftikhar but the case is what they call cut and dry there is not much room for maneuvering top lawyers of the country like akram sheikh and hamid khan are pleading the case so there is very much hope that justice will be done after 67 years and this usurper group will be cut to size and made accountable for there misdeeds and there is no need for pms and dmg officers to work hand in hand they have got no right to get postings in any province secondly this formula which is posted by asad is nothing but a farce and a ploy used by them to shrug the matter under the carpet can you tell me that who is going to ensure its implementation they themselves devise formulas and than violate them this thing that either cs or acs will be a pcs officer was decided in the 1980s but it was never implemented in its true sense there formulas are used as an olive branch to soothe pcs officers when matters seem to get out of their hands and when dust settles they show there true colours and refuse to implement them time has come for settling this issue once for all and it can only be solved through collective efforts by raising voices in media and judiciary and not by working hand in hand and one more thing that many pcs officers got posted acs punjab namely anwar shariq ,ch nazir ahmad , fazal hussain shah, ak khalid and ch muhammad ishaq so this is not true that this is being done solely for pms officers all these officers got posted as acs because of their seniority and competence all of them were 4/5 years senior to cs of that time so they had no option but to post them as acs but after 1995 no pcs officer got posted as acs till date
