dear it is a simple case of discrimination they i.e pas think of themselves as something out of this world which they are certainly not if they are than can anybody show me that what is there contribution in the development of this country in ameliorating the miseries of people of Pakistan in facilitating general public through formulating policies which ensure service delivery at the doorstep of a commoner for which they were recruited in the first place but instead of this what they have done is that they have mastered the art of political wheeling and dealing and palace intrigues secondly the delay in the promotion of pcs/pms officers is due to the fact that officers like secretary to prime minister secretary to chief minister establishment secretary and secretary s&gad who not only have the confidence of the rulers of the day but also have the authority to formulate policies regarding promotions and training requirements and length of stay in one grade are most of the times dmg officers they never let the rulers of the day formulate policies which ensure level playing field for officers belonging to other cadres not just pcs but also other groups of css so this is the only reason that promotion is delayed of pcs officers

Dear first of all we take it in a perspective that is realistic: I qualify PMS and join as PMS officer, serve at Secretariat as SO and then move to field when i get the posting as AC.....I am ensconced with that.....I will fight for my right and try to secure as much privileges as i can.....

Now i qualify the CSS and get the coveted DMG/PAS, now i am the same person but now i will support my cadre whenever it comes at par with PMS, you will be dead against any thing that aims at curbing the power and prestige of that. What happens is that when our selfish motives come into play, we sacrifice the common cause.....There are black sheeps in PMS cadre, they get the DCO seat offered to them and they will give up their claim.....

Now coming to Justice, there is clearly mentioned in Civil Service Rules the cadres and the methods to recruit the personnel in these cadres. OMG's major proportion of grade 17 posts has to be filled by Direct Recruitment through CSS, and some people will be given promotion from grade 16 etc, now what happened we all know, hundreds of people were given deputations thrashing every rule and regulation.....That case is still pending, so don't have high hopes from that PMS Vs DMG case......

I know you are right but it is not about who is right and wrong, it is about what is happening. DMG (District Management Group) was literally for District admin, as a general admin cadre it has just been given name otherwise it is still the same, label changes not the product.....They are violating the rights of PMS officers but this is happening because they have power and Unity. I also am in favor of all departments working in their respective limits and Montesquieu's Theory of Separation of Powers is the ultimate solution for better functioning.

Dear Bilal you are absolutely right unity amongst the ranks of dmg officers has played a very important role in helping them maintaining their strangle hold over other cadres although things have changed in the recent years now the dmg officers also squabble among themselves for lucrative posts so that they can make money through these slots but nevertheless there camaraderie is still exemplary on the other hand the pcs officers have no bonding whatsoever most of the officers do not bother to attend association meetings because they are afraid that they may land in trouble only a handful of officers led by rai manxoor nasir led the recent movement my father tells me that one pcs officer who was posted as additional chief secretary in 1980's seldom met any pcs officer but whenever a dmg officer even of ac rank came to see him he used to go out of his office to see him off which portrays the sorry state of affairs in pcs and then this policy of induction of tehsildars and superintendents and other rankers in pcs has played havoc with the service structure of pcs because these people are obliged to the dmg for there induction in pcs by which they can get grade 18 and some of them even retired as DC now you see these people have no affiliation with pcs cause and serve as henchmen of dmg and there number in the pcs is nearly 60% of the total pcs officers since the s&gad never conducts the combined competitive exam on annual basis so this wedge always creates bad blood between the members of the same service and sometimes when the directly recruited officers are protesting against the dmg these rankers toe the line of dmg and give press releases that we have no problem with the cs or acs so this unity issue has always hampered the pcs movement and will continue to do so unless both groups i.e directly recruited and promotees reconcile their differences and work for the same cause

orangeemperor what you say is true but its not complete truth though some of direct officers became acs but for very short period of time and another thing these promoteeare never going to work with direct officers and if and when they will work it will be only to create confusion because these promotees are greatest beneficiary of this situation

For me it is not as PMS vs CSS ,but it is the interest of both the cadres which clash and most probably overlap..
