Default Life and colours at MPDD (PMS-5th Batch Training)

The Provincial Management Service (PMS-Punjab) Training of 5th batch commenced from 26-08-2013 at Management and Professional Development Department (MPDD) Lahore. Since there was no thread which could expound the training experience and exposure of a PMS Officer in detail I felt it requisite to share our Training experience at MPDD with forum members esp. for young aspirants who want to join bureaucracy. I personally am among those who despite qualifying and being allocated had nominal information about PMS.
I hope my other batch mates will contribute to the thread.
We had received a letter from S&GAD and MPDD for guidance about training date, venue and code of conduct etc. We reported in the morning with lot of queries in our minds related to MPDD and training course as most of us knew a lot about css training having diminutive information about PMS training.
MPDD is basically divided in 3 blocks, academic block, old hostel and new hostel. Once we went in, the apparatus and infrastructure were exceptional like private sector institutions. We were entitled PMS probationers and our strength was divided among two batches. Halls, syndicate rooms, conference rooms, executive meeting rooms and labs give very modern look with fresh installations and lot of facilities. Yes you seriously doubt public sector departments could also have such offices, facilities and attire.
We were issued cards, bag with 3 booklets and stationery. MPDD has majority of young staff/instructors. Then we had an orientation in which almost all the instructors and officers in management were introduced, Director Acad. gave a protracted speech and presentation discussing SOPs of MPDD and our course contents. Achy achy duayen di gyen or best wishes wgera, bureaucrats ka role kiya hota he Govt. me us pe kuch batain ki gyen and our elevated prestige as superior officers in provincial govt. was elaborated in detail.
Phir hostel room keys issue ki gyen and hostel dekha Hostel was also good rather one of the best I have seen so far in training academies, may be because of its new construction.
This was story of first day I shall keep updating…….

Default Detailed intro of MPDD and its services to train HR for Govt of Punjab

Management and Professional Development
The Management and Professional Development Department was formerly an institute (Punjab Institute of Human Resource Development-PIHRD), established in 1997 by merging following Government institutions:
Staff Training Institute
Provincial Civil Services (PCS) Academy
Punjab Revenue Academy
Project Training Institute
Audit and Accounts Training Institute
Its functions consisted of providing training facilities to public servants in:
Different aspects of Public Administration
Public Finance
Government Functioning and
Project Planning and Implementation.
Holding off-campus courses for skill development in district level Government offices
In order to streamline and modernize the training and career planning functions in public sector Punjab Institute of Human Resource Development (PIHRD) was upgraded to the level of an Administrative Department on July 12, 2002. The mandate given to this new department is to plan, organize and conduct training modules for the Provincial Government in order to improve the Human Resource potential and to evolve a policy matrix taking into account the future needs.

Management & Professional Development Department (MPDD) is the apex training department of the Punjab Government. It was established in the year 2002. It conducts various programmes for training and development of government servants, which broadly include Post Induction & Promotion, related Long Courses, Short Courses and Customized. MPPD realizes the fact that Human Resource Development is of great importance in the present era. It is the management of employee skills, knowledge, abilities, talents, aptitudes, creative abilities etc and plays a crucial role in the development process of modern economies. It creates and utilizes an able and motivated workforce, to accomplish the basic organizational goals.

MPDD aims to develop a motivated, proactive, dedicated, disciplined and competent public service through high quality training aimed at inculcating appropriate skills, knowledge, attitudes and behavior for top class service delivery. Furthermore, MPPD imparts best possible training to maximum number of public servants in the most cost effective manner.

Objectives of MPDD
Legislation and policy formulation relating to the training of public sector employees.

Preparation of the training strategy.

Facilitation, monitoring and implementation of training policy / plans.

To act as overarching training provider and coordinator.

Promotion of learning and training culture within the civil services of the Punjab.

Training Need Assessment and preparation of training modules in coordination with the stakeholders.

Provision of assistance to all departments/district government/training institutions in development of training processes.

Development and monitoring of a comprehensive training management information system.

Facilitation, monitoring and evaluation of training activities of training institutions in the province.

Resource generation by extending facility of training to public and private organizations.

Processing, examination and finalization of recommendations for foreign training / scholarship facilities.

Collaboration with national and international training institutions and organizations.

Conduct of the following training courses:
Post-induction Courses for officers (BS-17) of Provincial Management Service (PMS) and other departments.
Promotion Related Courses for promotion of PMS officers from BS-17 to BS-18, from BS-18 to BS-19, Tehsildars (BS-16), Ministerial Staff of S&GAD (BS-16), Naib Tehsildars and officers of other departments.
Short Courses for officers and officials of the province in the areas of management, office procedure, financial management, planning and development, information technology skills, etc.
Customized / Demand Driven Training Courses according to training needs and requirements of concerned department.

Development of training linkages with other training institutions.

Promotion of Public Private Partnership relating to training.

Focusing on capacity building of employee in MPDD and other training institutions.

Budget, accounts and audit matters.

Purchase of stores and capital goods for the department.

Service matters except those entrusted to Services and General Administration Department.

Matters incidental and ancillary to the above subjects.


Initiatives Taken for Qualitative Excellence in Training
In order to achieve excellence and maximum value addition through training, MPDD has undertaken various new initiatives, which were lacking previously. These include:-

Conduct of Training Need Assessment (TNA)
Training Need Assessment was not conducted previously. Now training modules are developed according to the training needs of concerned departments in consultation with the stakeholders.

Designing of Practitioner focused Training Modules
Previously detailed modules /course content for various courses were not prepared and just a weekly topic wise class schedule was issued. Now comprehensive training modules have been developed which contain detail of objectives, contents / sub contents of the course, resource persons panel, time allocation, exercises etc.
Trainings modules have been made more and more practitioner focused and aimed at inculcating appropriate attitudes, behaviours, skills and knowledge in order to improve the efficiency of course participants for the present and future job requirements.
Development of Practical Exercises: Now practical exercises in all training modules have been developed which were not developed previously.
Special Emphasis on Attitude and Behavior change of Participants
One area on which a high premium is now placed by MPDD is positive change in attitude and behaviour of course participants with focus on commitment to public service. Special emphasis is given on issues pertaining to morality and professional ethics of civil servants. These areas were missing previously.

Improvement in Presentations and Public Speaking Skills of Trainees
Previously there was no emphasis on improving the communication and presentation skills of course participants. Now a very significant emphasis is given on imparting expertise or communication and presentation skills and every participant now has to make 4 to 5 presentations during long courses. It includes presentations on various issues covered in every course module, on book reviews, research papers and syndicate reports, and issues pertaining to professional ethics.

Introduction of Modern Training Methodologies
Modern training methodologies have been introduced which include the following:

Lectures
Use of Audio-Visual Aids; Multimedia,
Flip Chart, etc
Research work, Book Review
Group Work
Syndicate Discussions
Tutorial Discussions
Public Speaking Skills
Presentations by Participants
Interactive Discussions / Participatory Techniques
Role play & scenario based training.
Ice breaking techniques
Attitude and behavioural change.
Field visits & study tours.
Spot tests
Extracurricular activities & sports
Development of Process for Conduct of Training
Previously no business processes for conduct of training existed. Now processes for conduct of course by course coordinator, processes of reception and welcome for guest speakers, processes for selection of best available resource persons, processes for development and continuous review and improvement in curricula and training modules have been developed and are implemented.

Feedback and Evaluation of Training
There was no system of feedback and evaluation in the MPDD. It was introduced in the year, 2007. For obtaining feedback on the course, its design, the way it was managed and performance of Resource Persons, a pro-forma has been designed. Thus feedback and evaluation is conducted in simple yet scientific manner. Responses of the participants are analyzed and used to improve the course modules and resource persons pool.

Assessment of Course Participants: (For long courses only)
This has also been introduced for the first time in the year 2008. Course participants are assessed scientifically and objectively to measure the extent to which they have realized the course objectives. It includes an assessment of overall behaviour, conduct, discipline & punctuality, class participation, performance in various presentations, syndicate performance, book review, research paper quality, spot tests, study tour performance, etc.

Initiatives to Facilitate Course Participants
During the recent year, MPDD took a number of initiatives to facilitate the participants of post induction and mandatory courses for promotion as an incentive for the trainee officers/officials those incentives includes free meals (breakfast, lunch and dinner) free hostel facility and study tour. The details are given as under:-

Provision of Free Meals
Prior to 2011, the participants were not being given meals. In the hostel they used to arrange food on self help basis however MPDD was providing the services of cooks and waiters, during the training. They were entertained only by a welcome and farewell lunch. In contrast the other training institution like Staff College, NIPA Civil Service Academy (CSA) were providing free of cost meals to the participants. The MPDD took an initiative and started provision of meals to participants of all long courses.

Free Hostel Accommodation
MPDD was providing hostel facility to participants of all long and short courses belonging to government and non government organization on payment of room rent. After completion of course, they had to claim it as TA/DA which was a cumbersome process in many cases. Even in some cases the participants could not get reimbursement of amount incurred on payment of hostel charges. Keeping in view the difficulties faced by the participants, MPDD decided to provide free of cost hostel accommodation to all participants of long and short courses.

Study Tours
Study tours are a necessary part of a training activity. Study tours are organized to give the participants exposure of the different organizations. Before 2011, the participants had to incur the amount for payment of charges of hotel, transport and meals during the study tour and after completion of course they used to claim reimbursement through TA/DA. It was quiet difficult to arrange heavy amount especially by the newly recruited probationer of post induction courses. Therefore, MPDD firstly included the cost of study tours in the cost estimate of the 32 weeks Post Induction course for PMS Officers. Thereafter, it was made a practice for all mandatory promotion related courses, Now all the participants enjoy the study tour free of cost.

Initiatives Taken to Introduce New Business Processes for Efficiency Improvement
Under the modern management practices, one of the most imperative activity through which efficiency and performance of an organization can be improved is thorough review of the existing business processes and their re-engineering as well as introducing new business processes. In this direction the MPDD has made a number of business processes/SOPs, since the year 2008, brief detail of which is given below:-

SOPs Relating to Academics Activities of MPDD

New System of preparation & circulation of Annual Training Plan. Before 2008, Annual Training Plan of MPDD consisted of two to three pages containing information about the name of the course and its duration. From the year 2008, a detailed Annual Training Plan is prepared which contains information about the name of the course, duration, target group, name of nominating authority, number of nominations, sub contents of the course, name of course coordinator etc. Annual Training Plan is circulated to all departments, Commissioners, DCOs, heads of attached departments and autonomous bodies etc. It is also available on the Punjab portal.
Based on the Annual Plan, quarterly training plan and monthly training schedules are also circulated to all concerned enabling them to send nominations for the courses. It has resulted in increased number of nominations for the short courses.

Process for Developing Training Module-Curriculum Development Committee (CDC) for development and continuous review and improvement of curricula and training modules. It was developed in the year 2008.
Process for Search of New Resource Persons - Resource Persons Search Committee
It was also developed in the year 2008 and has resulted in strengthening resource person's pool of MPDD.

Business Process for Conducting a Course by a Course Coordinator
It was also developed in the year 2008 and was not present previously.

Process / Systems for reception and handling of Guest Speakers
It was developed in the year 2008.

Book Review Assessment Committee (BRAC)
Developed in the year 2008.

Checking of Attendance in Courses
Developed in the year 2008.

SOPs for overall treatment and proper reception and welcome of guest speakers.
Business process for providing course material on CD.
Policy Instructions for joining long courses and availing leave during long course.
SOPs / guidelines for preparation and delivering presentation by the course participants.
Instructions on timely attendance of classes by course participants after breaks during teaching sessions.
Instructions on maintenance of Conduct/Discipline in Post induction course.
Assessment of performance of the participants of long courses.
TOR’s of Sports Committee of the course participants.
TOR’s of Cultural Committee of the course participants.
SOPs / instructions regarding study tours for faculty members and course participants.
Instructions for use of Library of MPDD.
SOPs Relating to Admn Activities of MPDD

Maintenance of cleanliness, Supervision & upkeep of different articles placed in various class rooms & areas of Academic, Admn Block & hostel in MPDD, developed in the year 2008.
SOPs for use of lift in MPDD.
SOPs for conservation of energy in MPDD.
SOPs for prevention of dengue and preparation of schedule for dengue spray.
Policy regarding rate of honorarium / fee to resource persons in MPDD.
Process of issuance of cheques to the guest speakers.
Framing of service rules for the posts in PIMPD in the year 2007.
Uniforms for Naib Qasids, Sanitary Workers, Cooks, Bearers, Security Guards and Drivers. Provided since 2007 onwards.
Supervision of kitchen hygiene, tea/lunch arrangements.
Regular monitoring and inspections for improvement.
Work Improvement Teams (WITs) constituted during 2007-2008.
Staff Suggestion Scheme introduced in 2007-2008.
Instructions regarding security measures for Chowkidars of MPDD.
Instructions for boarders regarding stay in MPDD hostel.

Initiatives for Training Infrastructure Improvement
Since the year 2007-08, tremendous improvements have been made in the training infrastructure under the development scheme, “Up-gradation/ Strengthening of MPDD” and now MPDD can be compared to any national or international training institution. The process of up-gradation and improvement is ongoing, however, the improvements made so far during the last four years are briefly summarised as under :-

Establishment of a new Conference Hall (capacity 50)
Establishment of a new Seminar Hall (capacity 48) for Senior Executive’s training.
Establishment of a new Executive Hall (capacity 45)
Complete refurbishing of Seminar Room-I (capacity 30)
Complete refurbishing of Interactive Class/Seminar Room-II (capacity 32)
Complete refurbishing of Seminar Room-III (capacity 45)
Establishment of a new state of the art Computer Lab with LCD screens & wireless networking (capacity 40)
Establishment of four Syndicate Rooms by converting rooms occupied by faculty members, who have been shifted to more suitable rooms
Re-furbishing and modernization of Library
New Auditorium by converting the old examination hall (capacity 100)
Complete refurbishing of Dining Hall and Hostel rooms
New Hostel: A new 50 room hostel has been established with state of art facilities

High Achievers Development Programme
It was a special initiative of Chief Minister Punjab for training of students who secured top positions in matriculation and intermediate examination of all Boards of Intermediate and Secondary Education in the Punjab. It was started in the year 2008 for the 1st time.

251 High Achievers were trained in 9 cohorts in 2008 and 2009
350 High Achievers were trained in 2010
Main Areas of training included:-
Personality Development & Confidence Building
Communication and Presentation Skills
Career counseling
Social etiquette
Visit to SOS, Wahga Border, historical places
Lunch/dinner at known restaurants
Positive feed back has been received from the participants
MPDD is conducted this programme at a much less cost than private institutions like LUMS etc.

Training on Wheels
MPDD started off campus courses in the year 2009.

It is conducted in collaboration with District Governments at District Headquarter
Cost is shared between MPDD and the concerned district administration
Six courses were conducted in 2009 and 2010 at Sahiwal, Kasur, Okara, Sialkot and M.B.Din
Excellent feedback from course participants and district administration received about these courses

This rule is only for PMS candidate who selected after combined competitive examination Or also same for others who selected through general recruitment i.e. DDAOs?

Dear as a rule of thumb the recruitment exam on the basis of which you have been selected is taken as a yardstick to determine seniority and so does the performance in training and the exam which an officer is required to qualify before he joins his job practically, all that matters though percentage may vary from cadre to cadre and job to job. FPOE stands for Final Pass out Exam, which if passed, marks the successful completion of prescribed training for any officer or incumbent of a post.
