Kindly tell me that in home department jobs any candidate having bachelors can apply or only serving Police officials?

Not to be confuse with decimal....

1m 70cm = 1.7m
1 m = 3.281 ft
So, 1.7m × 3.281= 5.58 feet
It means, 5.58 ft = 5 ft + 0.58 ft
If, 1 ft = 12 inch
So, 0.58ft × 12 = 6.96 inch or approximately ~ 7 inch.
.: 1.7m = 5 ft 7 inch
Your can check your height from this table.
