China has never let us down, says Pervaiz

LAHORE: The friendship between Pakistan and China has endured because the two countries have always stood by each other, Chief Minister Pervaiz Elahi said on Wednesday.

“China is not only a trusted friend but has also provided invaluable guidance to Pakistan on all important issues. The ties between the countries are based on a harmony of objectives and mutual respect,” Elahi said at a dinner he hosted in honour of Chinese Premier Win Jiabao, according to a government press release.

The chief minister said China has always upheld the universal principles of justice and equality and Pakistan has had unstinting Chinese support on the Kashmir issue. He said Sino-Pak friendship and cooperation encompasses defence, energy production, industrial infrastructure, space technology, tourism, medicine and engineering.

He said Lahore had always extended whole-hearted hospitality to Chinese leaders and other guests because the people of this city remembered how when Lahore was attacked 40 years ago, “friendship with China stood between Lahore and the enemy as the Great Wall of China”. He said China had always met the expectations of the people of Pakistan, who in turn had never disappointed their Chinese brethren. He said China has never had expansionist designs.

Elahi said Chinese products have flooded international markets, which was proof of the expertise and commitment of its people. China had made remarkable progress in manufacturing industries and so was a model for Pakistan.

He said that Punjab was also working for rapid industrial development and there was room for investment by Chinese entrepreneurs in various new projects.

The chief minister said his government’s main priority was education and noted with satisfaction that almost a million new students have enrolled in schools in the province.

He said answers to many of the challenges facing the modern world were available in ancient Chinese philosophy. He said the lesson of the 21st century was that force is not the solution to any problem. He said one of the major issues being confronted by today’s world is unjust occupation. Elahi concluded his speech by exhorting the audience to pledge “unflinching commitment” to Sino-Pak friendship. staff report

China lauds Pakistani peace efforts

By Rana Qaisar

ISLAMABAD: China on Wednesday supported Pakistan’s effort for durable peace and stability in the region and said it favoured peaceful settlement of all disputes in South Asia.

“China supports Pakistan’s initiatives for the peaceful resolution of outstanding issues with India including the Kashmir dispute,” Chinese Prime Minister Wen Jiabao said in his meeting with President General Pervez Musharraf.

The Chinese prime minister, who had arrived in Islamabad on Tuesday on a three-day official visit, praised President Musharraf’s endeavours to address the complex problem of terrorism and his emphasis on promoting long-term peace in the world.

Both the leaders observed that Sino-Pak relations had entered a new mutually beneficial and qualitative stage contributing to regional stability. They observed that several agreements and a treaty of friendship signed between the two countries would take their deep-rooted and time-tested relationship to new heights.

They also discussed regional and international issues and said they would continue to share and coordinate their views at political and diplomatic levels. “Pakistan and China enjoy long-term strategic ties which have been a factor of stability and progress in the region,” President Musharraf was quoted as saying.

He said relations between the two countries encompassing all spheres including political, economic defence and people to people contact were marked by a high degree of mutual trust and confidence. He described the signing of the friendship treaty between the two countries as a step forward from the historic declaration that he had signed with President Hu Jin Tao in Beijing in 2003.

The president referred to economic and defence cooperation between the two countries and said Chinese assistance in the construction of Gwadar deep sea port and other development projects was testimony to the Beijing’s commitment to region’s economic progress. President Musharraf said agreements signed between the two sides were not only important because of their number but they would also impart substance to the bilateral relations and set pace for future cooperation. Mr Jiabao thanked President Musharraf, the government and Pakistanis for their hospitality and warm reception accorded to him and his delegation. Later, the president hosted a luncheon reception in honour of the Chinese prime minister and his delegation.

Mr Jiabao and Thai Deputy Prime Minister Dr Surakiart Sathirathi held separate meetings with Prime Minister Shaukat Aziz on the sidelines of the 4th Asian Cooperation Dialogue Ministerial Meeting, APP reported.

China wants to cooperate with Pakistan in nuclear power generation: Jiabao

* Aziz says Sino-Pak free trade agreements will boost economic ties

ISLAMABAD: China is ready to cooperate with Pakistan in generating nuclear power after the completion of the second phase of the Chashma Nuclear Power project, said Chinese Prime Minister Wen Jiabao.

Addressing the China-Pakistan Business Cooperation Conference on Wednesday, Mr Jiabao said China attached great importance to its relations with Pakistan in all fields. However, he said the economic and trade relations between both countries did not match their political and strategic relationship which needed to be enhanced rapidly.

The Chinese premier said China and Pakistan could realise the actual potential of their economic and trade relations by improving cooperation in joint ventures, hi-tech industry, telecom, development of the mining industry and manufacturing. He said China would like to invest in Pakistan in various sectors, including manufacturing, agriculture and tourism, which would help create more jobs for Pakistanis.

Mr Jiabao said that during his meeting with President Pervez Musharraf both sides had agreed to devise short and long-term plans to improve their economic and trade relations. He described the signing of 22 agreements between the two countries as historic and stressed the need for their immediate implementation to give fresh impetus to Sino-Pak relations. He hoped that implementation of the early harvest agreement between both countries would help enhance fruit, vegetable and rice exports to China which would result in the reduction of the trade deficit of Pakistan with China.

Speaking on the occasion, Prime Minister Shaukat Aziz said Pakistan’s privatisation programme offered highly profitable investment opportunities and there was great scope for cooperation in small and medium enterprises.

He said Pakistan had a lot to offer to Chinese investors in almost every sector, including engineering goods, IT and telecom, agriculture and agro-based industry, power generation, food and fruit processing and packaging, oil and gas, mining, infrastructure, real estate development and construction.

Mr Aziz said bilateral trade between the two countries had substantially increased during the last year and Pakistan’s exports to China were $870 million during 2003-04, while imports from China increased to $1.3 billion. “The trade volume needs to be enhanced. We want to develop a close nexus between our economy and trade and the economy of western regions of China,” he said.

Mr Aziz said free trade agreements between the two countries would strengthen trade relations. He said there were no restrictions on remittance of profit, dividends, capital, royalty or fees and no government sanctions were required for most investments.

The prime minister said he would be laying foundation stones of five industrial units in the next week for which the whole machinery would be imported from China and also announced the establishment of a special industrial park for Chinese entrepreneurs, which would be run by Chinese businessmen. agencies

Sino-Pak economic bonds to get firmer: Jiabao

LAHORE, Apr 7 (APP)- Chinese Premier Wen Jiabao Thursday hoped that the 'economic bonds' between China and Pakistan would be more firmed and sustainable in the days to come.

"I hope that more industrial complexes like Haier Pakistan will come up in future," he said during his visit to Sino- Pak home appliances joint venture, Haier Pakistan, some 33 kilometres off here.

Prime Minister, Shaukat Aziz, Punjab Governor Lt. General (rtd) Khalid Maqbool, Minister in waiting, Mian Shamim Haider, senior officials and leading businessmen were present on this occasion.

Jiabao said there were strong geographical, political, economic and cultural bonds between these two great nations.

He said Haier is an excellent company of China, known for products characterized by good quality and innovation.

He urged the Chinese companies like Haier to not only meet the demand of Pakistani market but also expand their marketing activities to entire South Asia and even beyond.

Chinese Premier underscored the need of innovation in the manufacturing sector and urged Haier to bring innovative technologies to Pakistan, besides setting up Research and Development (R&D) facilities as a part of efforts to produce quality goods.

He said Pakistani people were known for their diligence and hardwork.

Jiabao thanked Pakistani people for showing a great level of hospitality during his visit to Pakistan. "I can never forget in my life the hospitality and love received from the people of Pakistan," he said.

Chinese Premier concluded his speech with the prayer, "Long live friendship between China and Pakistan."

Speaking on the occasion, Prime Minister Shaukat Aziz said collaboration between the private sectors of the two countries was the new dimension of Sino-Pak economic relations. He referred to Haier Pakistan project as an example in this regard.

Prime Minister said the establishment of this project gave a feeling of privilege to Pakistan and added that Haier had been successful in a short span of time merely due to its quality goods.

On the occasion, he invited Chinese companies to invest in Pakistan making it a base for exports of their products to other countries.

Shaukat Aziz assured that all the required facilities would be provided to the Chinese companies investing in Pakistan.

Wen's Visit Opens New Chapter in Sino-Pak Relations

Pakistani major English language newspapers Thursday highly evaluated Premier Wen Jiabao's ongoing visit and the current bilateral ties, saying it opens a new chapter in the traditional and friendly Sino-Pak relations.

In a long editorial titled "A New Chapter in Relations," Pakistan's most widely circulated paper Dawn said even though friendship and cooperation between Pakistan and China in economic and security matters are decades old, the Treaty of Friendship, Cooperation and Good-Neighborly Relations takes their relationship to a higher stage.

It quoted Premier Wen Jiabao as saying that the treaty signed in Islamabad on Tuesday marks "a new stage in Sino-Pak friendship." Prime Minister Shaukat Aziz struck a similar note when he said the treaty "institutionalizes the broad-based and multi-faceted relationship" between the two countries.

From a modest beginning in 1955, when Mohammed Ali, then Pakistani prime minister, and the late Premier Zhou Enlai developed an understanding, the Sino-Pak relations have come a long way, said the paper.

It stressed that Pakistan and China present a model of meaningful friendship and cooperation to the world. Both have gained immensely from this relationship, and there is no doubt that the future will bring them even closer.

In an editorial titled "From 'Traditional Friend' to Partner," newspaper The News said the Treaty of Friendship, Cooperation and Good-Neighborly Relations concluded on Tuesday on the arrival of Premier Wen in Islamabad is sufficient to show how momentous the development is for the two countries: the two sides didn't wait until today to let the ceremony crown the landmark visit on its last day.

Not only do the agreements signed by the two sides deepen the Sino-Pak economic and military cooperation, their numerous other outcomes in the civilian field will range from energy development, agriculture and mineral development to such factors in the social sector as education and housing.

"It's time that the Pakistanis change their basic perception of China to more mature and realistic -- from its being a selfless 'traditional friend' to a useful strategic partner," said the paper.

The Nation, in its editorial, said as expected, the Chinese premier's visit has started off on a very encouraging note. Following Wen and Aziz's meeting on the first day of the three-day official tour, 22 agreements were signed to boost cooperation in defense, political relations, trade and economic areas.

The Islamabad-Beijing relationship is one of mutual dependence, with Pakistan providing real benefits. Their joint ventures in technology, like the just launched JF-17 Thunder aircraft project, are indeed a "giant step forward," said the paper.

President Pervez Musharraf, The Nation stressed, is justified in laying emphasis on taking ties with China to new highs. His assertion is true that this phenomenal friendship will lead to several benefits including acquisition of technology, self-reliance capability and enrichment of growth. Therefore, things are set to go from good to better.

Addressing a function during his visit to the plant of the Haier company, a joint venture of Pakistani and Chinese investors, on Thursday, he said that high quality standards and competitiveness are essential for getting good economic results in present world markets. Pakistan and China could get better economic results by joining hands in various sectors, he added.

The Chinese premier also called upon business community of Pakistan and China to further enhance bilateral co-operation, adding that they (businessmen of the two countries) must not be content with just getting success in Pakistani or other local markets. Efforts should be made to capture more and more market shares in the world market, Jiabao remarked.

Chinese Premier Wen Jiabao along with his Pakistani counterpart Shaukat Aziz also visited the Haier factory on Raiwind Road. They remained in the factory for an hour, and visited various sections of the factory and got information regarding the output and quality standards of products.

Speaking on the occasion, Shaukat Aziz said that collaboration between the private sectors of the two countries was a new dimension of Sino-Pak economic relations and the Haier Pakistan project was an example in this regard.

He said a rising China was a source of strength for Pakistan, adding that Pakistan would like to rise with China.

Shaukat Aziz also said that the establishment of this project gave a feeling of privilege and pride to Pakistan. He invited Chinese companies to bring more investment in Pakistan, making this country a base for export of their products to other countries.

He also assured that all the required facilities would be provided to the Chinese companies bringing investment, expertise and technology in Pakistan.

Shaukat Aziz hoped that existing deep and strong relations between Pakistan and China would further strengthen with the passage of time.

Speaking on the occasion, Muhammad Ayub Khan, Group President of Ruba, a partner of Haier Group of Pakistan, said that the project of Haier was one of the best examples of Pak-China co-operation in business.

He said the market share of the Haier Group is increasing gradually because of its quality, competitive price and effective after sale service facilities.

He said the leasing facilities being offered by various banks in Pakistan have also helped increase the market share of Haier products, adding that Haier Pakistan has decided to start export of its products in near future.

Ayub Khan said that total investment of Haier Pakistan is around $30 million, and added that according to recent agreements an additional $50 million is being invested here in the near future. Now Haier has plans to diversify its products in Pakistan, he stated.

Talking to Business Recorder, Zhang Rui Min, CEO/Chairman, board of directors, Haier Group Co Ltd, said that he was happy that Haier Pakistan has become a success story.

He said the demand for electric home appliances in Pakistan is gradually increasing, and Haier is trying to meet consumers' growing demands. He also said that Haier has decided to enhance range of its products in view of the soaring demand.

China: The True Friend

By the Editor

RENEWING unique and marvelous Sino-Pakistan friendship, the Chinese Prime Minister Wen Jiabao flew into Islamabad on Tuesday on a three day official visit to Pakistan—to a warm, colorful and tumultuous welcome—befitting the time tested friendship.

While in Pakistan, the Chinese PM will hold talks with President Pervez Musharraf and Prime Minister Shaukat Aziz, besides delivering keynote address at the Asian Cooperation Dialogue. He is also scheduled to address Pak-China Joint Business Forum.

A number of agreements for enhanced cooperation in multifarious fields were signed on Wednesday—as an emblem of Mr. Wen’s visit and fabulous symbol of the close friendly ties—the two countries enjoy.

To recap—Pakistan and China have long enjoyed deep friendship that has withstood the vagaries of international politics.

It has rather gained a impressive strength with the passage of time—forging greater cooperation in various fields between the two countries.

As a matter of fact—Pakistan and China have common perception on various regional and international issues—for the promotion of peace, security and stability in the world in general and in the region in particular.

The gigantic Karakoram Highway, Heavy Mechanical Complex, Gwadar Deep Seaport and Chashma Nuclear Power Plant—are some of the symbols of the multifaceted friendship between the two countries.

Their cooperation in the defense field is also monumental—as both countries have entered into collaboration in the manufacture of warplanes.

A sophisticated warplane the dazzling Thunder Jet—is being manufactured by the two countries as a joint venture.

Amid this perception, the current visit by Mr Wen Jiabao’s to Pakistan is undoubtedly a landmark in further boosting the Sino-Pak ties.

Pakistan and China already have a comprehensive strategic partnership, which is multi-dimensional and encompasses all fields.

And Mr Jiabao’s visit will provide a useful opportunity for exchange of views on bilateral, regional and international issues of common interest during his talks with Pakistani leaders.

To give still more impetus and to boost the Sino-Pak ties, as many as over 20 agreements and MoUs have been signed in political, economic, trade, defense, education and other fields.

Simultaneously, China will support various development projects including Chashma II Nuclear Power Plant, Neelum-Jhelum Hydropower Project, Mangla Dam Raising, Thar Coal and Lower Tunnel.

Similarly, Pakistan’s most trusted friend—China will undertake the deepening of the Gwadar Port in the second phase of its construction and development.

As a manifestation of close ties, Pakistan and China have already inked a contract on Monday under which China will supply four frigates to Pakistan with transfer of technology.

It certainly makes evident China’s understanding of Pakistan’s security needs in view of the expanding Indian naval strength in the Indian Ocean.

Significantly, China is also playing a ‘positive and constructive role’ in Pakistan-India relations and is supportive of the initiatives taken by Islamabad for restoring peace and security in the region of South Asia.

The Pakistani nation extends warmest greetings to the great friend—the Chinese Prime Minister Mr Wen Jiabao on his arrival in Islamabad for a visit to Pakistan—which would certainly take the bilateral ties between China and Pakistan to the echelon of still more zeniths—much higher and enlarged than the mighty Himalayan range.●

Pakistan-China ties to grow from strength to strength: President

RAWALPINDI, April 7 (APP): President General Pervez Musharraf Thursday said Pakistan and China enjoy decades-old fraternal ties and these would grow from strength to strength in the changing global scenario.

The President stated this when a Chinese Youth Delegation, led by Erkenjiang Tulahong Vice President of All-China Youth Federation (ACYF), called on him.

The President wished the delegation a comfortable stay and rewarding interaction with the youth of Pakistan.

The participants of the delegation thanked the people and government of Pakistan for the generous hospitality extended to them. They termed their visit and interaction with Pakistani leadership and youth as fruitful.

They were of the view that such visits should be quite frequent as they provide the youth of two countries an opportunity to understand the socio-cultural norms of each other, which would ultimately further augment already existing close relations between China and Pakistan.

Minister of State for Culture, Sports and Youth Affairs, Senator Muhammad Ali Durrani and other senior government officials were also present.

China hails Pakistan's support on Taiwan issue

BEIJING, June 9 (APP): China hails Pakistan's consistent position on the question of Taiwan, stating the two countries have always been supporting each other on the matters relating to their national integrity and sovereignty.

"China attaches great importance to Pakistan and other regional countries for their support on Taiwan issue," this was stated by a spokesman of Taiwan Affairs office of the State Council, while briefing the visiting journalists from the South Asian countries.

He noted that over 160 countries of the world recognize and support China's position on the question of Taiwan. "We highly value the backing of the South Asian countries on the issue of their national interest," he added.

While reaffirming China's policy about peaceful settlement of the issue, he said the mainland is prepared to give maximum autonomy to Taiwan.

Taiwan as an integral part of China, can maintain its existing political and economic set-up like Hong Kong, he added.

Replying to a question, the spokesman said Beijing was prepared to go a long way toward meeting Taiwanese concerns about reunification, if only the island's leaders definitively dropped any talks of independence.

Several issues were successful handled at the time of China's takeover of Hong Kong and Macao. China, for example, does not permit its citizens to hold dual citizenship, which many in Macao held before the transfer of power from Portugal. Beijing decreed that the Macao residents would hold only Chinese passports, but could keep any "international travel documents" they had held previously.

The "One China-Two Systems" formula used for hyper-capitalist Hong Kong could be adapted for Taiwan, the spokesman contended. "The Chinese government may consider giving the autonomy more than that accepted in case of Hong Kong.

A Pakistani official told APP in an interview that they appreciate the efforts made by China for reunification of Taiwan to the motherland and considers the recently passed Anti-Secession Law as part of these efforts.

Reiterated the principle stand of the Pakistani government adhering to one China policy, he said, "We are among the countries who earliest issued statement supporting the law."

Pakistan to become observer in SCO next month

By Azka Jameel - Pakistan Times Staff Correspondent

ISLAMABAD: Pakistan will get status of observer of the Shanghai Cooperation Organization (SCO), and it will be officially ratified during the two-day conference scheduled on July 5-6 in the Kazakh capital of Astana.

The status of observer was approved by the foreign ministers of the member states in a meeting in Kazakhstan on June-4.

At present, China, Russia, Uzbekistan, Kyrgyzstan, Tajikistan and Kazakhstan are members of the organization, which was founded in 2001, while Pakistan, Iran and India have applied for statues of observer.

Tehran's Initiative

Tehran has already initiated negotiations with Beijing and two countries have decided to revive the Silk Road through SCO to act as a bridge connecting the East and the West.

The decision will have a very positive impact on Pakistan and Islamabad will like to take active part in the process following the formal ratification next month, officials said.

Following the completion of the project through SCO, all the regional countries will be able to move along this route, they added.

Placing special focus on strengthening bilateral ties, officials said that priority should be given to seven measures including increased trade exchange, expansion of cooperation between the private sectors, establishment of special support tariffs, exchange of updated information, formation of a private banks, founding transportation companies and establishment of a state credit system aiming to support small and medium industries.

Tourism Expo 2005

Meanwhile, a 17-member delegation, representing tourism industry in Pakistan arrived here Monday to attend the three-day Beijing International Tourism Expo 2005.

"A special Pakistan's pavilion is being set up at the exhibition, beginning Wednesday. Hashim Khan, Managing Director Pakistan Tourism Development Corporation who leads the delegation told APP that it will be a big show to demonstrate the country's rich tourism potential.

"We are confident that it will be a major step forward strengthening their bilateral cooperation in the tourism sector. We also enjoy extra advantage since the Chinese government has granted Pakistan Authorized Destination Status (ADS)".

Accordingly, the two sides have exchanged lists of approved tour operators and traveling agencies to arrange tour groups.

Pakistan could be the most attractive place, if the departments concerned offer special group-tour packages for the Chinese citizens. There is need to promote awareness about the country's prominent tourism features as well, the sources added.

The travel agencies and tour operators of the two countries are also required to coordinate in preparing tour packages facilitating their tourists, said a senior official of the Travel Service Group of China (CTS).

It is also imperative for Pakistan International Airlines (PIA) to reduce its existing fare on Pakistan-China route for achieving the desired results.

Most of the Chinese tourists avoid travel to Pakistan only because of the existing higher airfare. The national carrier has to reduce the fare drastically in order to attract more and more passengers, said a local businessman.

The Chinese government laid special emphasis consolidating relations with the regional countries through tourism. Recently, there has been rapid growth of Chinese tourists, as record 14.3 million Chinese went abroad last year, spending over 20 billion dollars.●

Biryani festival’ in China planned

By Our Staff Reporter

KARACHI, June 23: The Rice Exporters Association of Pakistan plans to hold a ‘Biryani Festival’ in China next month to introduce basmati rice in Chinese society which mostly consumes coarse rice and is not accustomed to aroma rice such as basmati.

Talking to a group of journalists at a luncheon meeting organized by the association for the visiting Chinese official team, REAP vice-chairman Mohammad Anwar Mianoor said that a rice delegation would visit China next month and hold the Biryani Festival to introduce basmati rice there.

He said members of the Chinese delegation after visiting several rice mills and the Quality Regulatory Council (QRC) expressed their satisfaction over the quality of Pakistani rice.

Mr Mianoor pointed out that the team would be submitting its final report on getting back home and expressed the hope that rice exports from Pakistan to China would commence from September this year. He said the objective of the visit of Chinese team was to verify pest control situation in Pakistan and according to an initial finding, the team was satisfied with the performance.

Responding to a question, he said: “Our exporters would not only export coarse rice but also try to promote basmati rice in China.”

The four-member delegation comprises officials from ministries of commerce and agriculture and pests control department of China. The team also visited Karachi and Qasim ports and met Sindh chief secretary.

On an average, Mr Mianoor said, China during the last two to three years had been importing 0.5 million tons of rice, mainly from Thailand and Vietnam, and expressed the hope that Pakistani exporters would manage to get their due share in the Chinese market.

Earlier, a six-member REAP delegation headed by its vice-chairman called on Sindh Governor Dr Ishratul Ibad at the Governor’s House and appreciated his services to the province in general and to the business community in particular.

In recognition of his services, the association has decided to present a ‘gold medal’ to Dr Ishratul Ibad. The governor has accepted the request for which a ceremony will be held in the last week of next month.

Mr Mianoor apprised the governor that owing to lack of knowledge and non-availability of quality seeds the rice crop in the province was suffering badly and the crop size was declining. He suggested that to improve the production, the Rice Research Institute Kala Shah Kaku and Dokri should be employed for the development of new varieties of seed.

The Sindh governor assured the delegation that seed development and distribution would be handed over to the private sector and Rs100 million had been already allocated in the new budget. He expressed the hope that after this step new seed varieties and availability of seed in the province would improve.

The delegation also requested the governor to allocate a piece of land of about 500 acres for the rice export zone at the corridor of Northern Bypass in Karachi. It said this would help expand rice trade as it would house new rice processing units and warehousing.

Dr Ibad accepted the proposal with a condition that allottees would install industries within a period of one year and it would not be transferable and even saleable on power of attorney.

Meanwhile, diplomatic sources here said, It is a good omen that both rival countries- Pakistan and India have joined the important regional security grouping, which is engaged in promoting peace and development, as their common goal.

This will also facilitate their on-going efforts normalizing their relations and settling their bilateral disputes peacefully.

The 'observer status' will pave the way for the two countries to get the SCO's full membership at an appropriate time, the sources added.
