Dialogue is a kind of direct speech and to convert it into paragraph, one needs to change it in indirect speech. There were not any punctuation marks because while writing a dialogue, we do not write it in inverted commas.
Example: In direct sentence: Saad said, "I am working." In dialogue form: Saad: I am working.

Said said, "I am working". We need to write it in indirect form that is Saad told him that he was working. Dialogue was already in direct form. It was not required to write it again in direct form in shape of paragraph by just decorating it with punctuations. In 2016, question was exact opposite. It was already in indirect form. It was hell easy to convert it in direct form. In 2016, it was required to write as: Saad said, "I am working". Raziwaqar Sir, you are mistaken here. Miss Anam is correct. I am Writing the exact line written on the question paper: "Rewrite the following dialogue, written in direct speech, in a paragraph form". Here the phrase 'written in direct' speech is what's creating the confusion. But since the comma is after the word 'dialogue', this phrase is merely describing this word, and its not the command of the examiner. If examiner wanted you to write in direct speech then he should have used the command 'write' instead of 'written', which is a description.

Arguing on this issue is useless. Examiner will check according to his instructions and not according to our understanding.
