Here is emphasis on "go" and in "not only " sentences , and as per Sadaat's Exploring......we are bound to use helping verb before subject to put more emphasis on main verb.
According to my knowledge , it should be :

Not only will he go, but he will remain there.

Why you converted will to shall..? there is no need of it.

Nhi koi emphasis wala chakar nhi ha. Just read page no 438. About the use of will and shall. It will clear all. I have confirmed it.
