Yes No.1 may be modified as you have explained, omit the word on after coming.
I do not support No.4, as we get confused often in using whether it is swore to god or swore by god. For me it should be swore to god, still not encouraging. Why not to use simple one ?

These kind of sentences are called operative sentence. A pray, wish, desire is usually found in operative sentences.

Example:
1. He said, "Would that Pakistan had won the match!"

How to change it in indirect form....see

He wished that Pakistan had won the match.

Now indirect to direct...

Kashif wished that his father had been alive to help him.

Kashif said, "Would that my father was(informal)/were(formal) alive to help me."

so Would that is a rule for Wish...

What is difference between if and whether. I have seen, motly if is used instead of whether in narration? Please let me know this with an example. Thanks.

i think in sentence no 2 you should use if or whether.
if am wrong please correct me.

Because would that is used for " wish".And would that is followed by "was"or "were".
