Prepare 28 Pakistan affairs topics by making your own notes by consulting different research reports, dawn articles, books etc

I think he was referring to the topics mentioned in the syllabus given by FPSC , as you can see there that there total 28 topics given there in FPSC syllabus outline for Pakistan affairs.
