I think there is no bar on anyone from appearing in CSS exam whether he/she is a doctor,engineer or lawyer etc. Its a competitive exam and only requirement is a bachelors degree. I wonder why there is so much debate about doctors/ engineers taking part in CSS. Every Pakistani national has a right to appear in CSS. Debate should be about the quota for armed forces in CSS which is totally dictatorial and against democratic norms.

i am viewing this discussion and i want to ask
why doctors and engineers should not go for css?
i am giving this discussion a new perspective or new touch/angle :)
doctors and engineers are cream of our society . they are best from the beginning and are selected after tough competition. only 5-10 % are going for css. in our society doctors and engineers have to struggle a lot and study a lot to achieve a status or comfort. in other countries both doctors and engineers are most priviliged and highly paid ones. most of our engineers are shifting to arab countries specially dubai. most of our doctors are shifting to USA,England and australia.
they are such brilliant minds. don't we need brilliant minds in bureaucracy or in our country?
they can serve well and they will.
now question of 'why wasting such resources of government?'
both are not duly paid. government is not creating new oppurtunities. dirty politics of departments make them deviant. cannot apply knowledge.
most of seats are filled on favour or political pressures. no platform for them to do creative work for this country. few days back i read A.Q.Khan's article he said that we need to work on technology. we get 1.2 billion from kerry lugar bill but we pay $1.5 billion on mobile technology only. where are our industries?
this country is full of talent. give us platform we will show the world.
now answer to the above question : a doctor or engineer when do css he is bound to serve this country. he will not leave this country.so there is no damage. but what about 40-60% of doctors and engineers who leave country for better future and most do not return. so its not an evil or wrong on part of only limited number to do so. they are here,they will serve this country till retirement.may be they serve better in css or not? but they will serve this country.doctors and engineers are some brains coming to bureaucracy,they will bring some change.

serve this country in any way you like but serve this country, not other countries where you stay as 2nd rather in some countries as 3rd grade citizens only for better future.consider US where a single event makes you criminal for everyone and you are treated like junk.

my answer may offend some members but its my way of seeing things.
most of us will say that doctors and engineers are not that good,but it is a fact that they are and they don't need to prove it that much.

Yes,i strongly support that the quota for armed services should be abolished immediately.Ask any army general and he will say that military sends its garbage to civil service.Those who approach the GHQ for recommendation are most often from political backgrounds.The most depressing things for civilians is that they reach here by competition exam whereas army-personnel just appear in a final interview for only three top occupational groups.Moreover,military has always treated civilan bureaucracy like an underdog that is why it recommends without having them to take CSS-exam.

Yes,sir you are right.CSS is an open and level playing field with no comparative advantage else than hardwork for engineers and doctors.Being a doctor or engineer doesn't entitle them to a smooth success in CSS.Candidates from diverse backgrounds are attracted by CSS and this is the sole reason of the strength of bureaucracy.Diversity is strength.

Bill gates was once asked why did he always favour the induction of indians in microsoft despite knowing that inidans are crammers.He replied that we need good brains along with good crammers and idians have very good memories.He also said that "we can apply the talents of indians at many different places."

So,in the conclusion i will again say that CSS does not award any comparative advatage to any profession.It needs doctors,engineers,scientists,MA english etc.

Repect and Prestige
 
Well I personally being a Software Engineer and CSS 2011 aspirant believe that its happening because sometimes respect and prestige is more important to us than salary or benefits.

I personally conducted a survey during my Professional Practice course in BS proving that Designation is important to people than salary. Mostly people commented that they would like to become Govt. officers due to the prestigious nature of the job and recognition in Pakistan.

I perused this thread. The topic is undoubtedly one that makes you indulged. Doctors and Engineers nowadays are much common. You can find cents of them in your backyard. It is a basic human instinct that we fight for survival and we build more and more grace to it. Now, I think the Pyramid Effect works here. Refer to Moslow's Hierarchy of Needs. Pakistan is a country where millions live below poverty line and we all know how the poverty line is defined. We were a part of colonial heritage too and because Muslims had a reluctance to learn English language and getting accustomed to the English culture, we always feared the increasing intervention of British. Now that they have risen more and more, our fears and inferiority complexes have made us belief that without power, English language and no-salute life, we are nothing.

After doing CSS, you become authorized to interfere in and implement state orders. The powers vested to you by the state make you a lion of your own jurisdiction. A doctor has no power, like what would he do??? Asking the patients to respect him more?? No guys, this doesn't work. Engineers are called by the higher management of their companies and are scolded or directed like lambs....But a CSP, he enjoys a different life status. All of sudden, his life changes, his company changes, people owe him more respect and whatnot...

such a delight to read this thread .. bhaio Pakistan me har saal hazaaro doctors and engineers ban rahe hain .. agr un me se 50-100 log css de bhi dete hain to koi bari baat nahi .. most of the ppl are pursuing their own careers and are very satisfied as well ... The problem is that they have better educational background than most of the ppl who appear in css .. so they are more visible in top positions

Dear All!

As it is being narrated by all of you that Civil Service jobs come with Power and Authority, right it is. But, there is not a single post which has said that this Power and Authority comes with a heavy responsibility. Everyone has his own view about the personal facilities and comforts, no one is ready to think, taking is very far, about the pains and tensions of responsibility. It is, in fact, a worse aspect of Pak's buerocracy, not to take authority as responsibility.
I, personally, believe that every competent person should be selected for it but every competent should feel the authority as a heavy responsibility.

Ghazab khuda ka, aisa mansab jis se ek sharif or naik insan is liye darta ha k wo mansab bohat zada zimadari talab krta ha, usi mansab par bethe log us mansab ko apni jagir samajh k apne aish o aram k liye istemal kr re hein.
Allah hum sbko apni apni zimadari mehsus krne ki tofiq de.

yeah thats very right that Dr;s and engr's shudnt gpo for css, first in Fsc they ruin our seats by getting admission:0 and later on after spending a great amout of money, of their parents as well as the state, they opt for css
pehlay wahan seats kharab kartay hain, phir yahan bhi aa jatay hain
their must be some criterion to prevent the professionals from opting for css. pardon please. but especially engineers, they have already a bright future, then y dont they left the seats for others
