As per rules, their official website says,
"Eligibility Criteria For PGTP at KINPOE (Year 2016-2017)
(i.e. should have been born on or after October 16,1988)."

my date of birth is October 04,1988... can I apply? any sort of relaxation?

No relaxation. They simply put cutoff date according to which you aren't eligible.
