From what you have written it seems the issue is not about salary. I agree that it has become very difficult to get a government job, but check your job prospects after m.phil. Ask friends or your professors where and what type of job can you get after you complete your m.phil. Also since you are already teaching as a lecturer why shift down to a teacher. By the time you complete your m.phil degree, you will have not only education but also experience this should greatly increase your chances of getting a better job. I say complete your m.phil, continue as a lecturer and in between if some job of ppsc or fpsc is announced apply for that.

And the most important thing in the end you have to take the decision. see what you gain and what you loose (one) if you take the job, (two) if you don't.
