My question is what will be the criteria for those who have done (Hons.) . For instance, If my CGPA is 3.2 in 4 year degree programme then how it would be converted into 15 %?

Last time it was calculated as:
(3.2/4) x 15 = 12

For a person who has BS (4 years) degree with CGPA = 3.2/4, the merit was calculated in two parts:

(3.2/4) x 5 = 4.....................For Becholar
(3.2/4) x 10 = 8...................For Master

which is same as if we calculate as above.
