yes, thats good thn you can easily defend your proposal at the time of interview. which countries/ Universties you have selected?

Yes fine, but for USA entry requirements are very tough. they need International GRE score. I also want to place 1st choice USA but looking to the entry requirements, I have changed my mind.
my choice will be Turkey, Turkey and South Korea

No. Research proposal is compulsory for both MS leading to PhD and PhD candidates. you interview will be conducted from your research proposal
