That's obvious from the title "minimum" physical standard. They just don't need a bag of bones. Obviously acceptable and desirable.

1-Chest should be minimum 32''.
2-Gap between exhalation and inhalation should be minimum 1.5".

I am stating with reference to Punjab Police physical examinations.
Min. Chest criteria is 33''-34.5'' (min gap of 1.5'').If gap is less than 1.5'' then candidate is dropped.

my chest is more than 34"-35" but i print it out 34" - 35" and then signed it from MS of governmet hospital... will it be accepted or not... because i dont put gap 1 and half"... because i dont know that gap is necessary to be 1 and half"... i thought that chest should be 32" on exhaled and 33.5" on inhaled which is the required criteria ...so i thought that 34"- 35" will be ok...now i m so much confused that my standard fitness certificate will be accepted or not.. one of my frd said that in ppsc one candidate having not required chest gap on inhaled and exhaled was dropped...pls if anyone has authentic news ... share pls
