My age is 30 years on 7th march 2015, but the closing and cut off date for the said posts of IB is 17th march 2015. So i have a question can i apply? Will my age be considered 30 years or over-age?

yes you can apply. 5 year general age relaxation is given.

But in my opinion that relaxation of 5 years is not for all, only for some categories like scheduled caste, government servant, FATA etc...

Yes newspaper is one source but still there must be a book which covers all the aspects of the exam.
