One of my friend is inspector in punjab police. Is it better for him to join IB as assistant director through fpsc?

Can anyone apply who attained 33 year age with master degree actually my relative she is about 33 year old want to apply can she?

I have 2 queries.

1. What is the difference between a semi-government and Autonomous organization under XYZ ministry.
&
2. Does a semi-government/autonomous organization employee working on contract ( 1 Year) need N.O.C for this job.
