As far as I know PMS is not far below to CSS, definately CSS is the superior services exam... but at provincial level PMS carry great importance. There may be a person who have qualified PMS can share in detail. But according to my knowledge it is really a good post at provincial level.

I think PMS and CSP work is alike. Only difference is that CSPs can be posted anywhere in Pakistan, while PMS is a Punjab Service only. PMS officers work mainly in Punjab Revenue Department and Provincial Secretariat. They can be posted as DDOs or Section Officers. It is true that DMGs get a lion share of all key posts as it has much great quota in different posts. In all posts from DDOs to DCOs and From Section Officers to a Provincial Secretary , there is quota for CSPS and PMS (In Sindh only ,there was a quota of 65 % and 35 % for CSPs and PCS respectively. As an example (in pre-devolution times, DMGs used to be posted as Assistant Commissioners and PCS (provincial service)as an Ilaqa Magistrate ,while both were Grade 17 officers.Similarly, CSPs get promoted to BS 18 after five years only while PCS/pms take about 15-17 years for it. (I had download various information about CSPs and PMS from previous Newspapers, and i shall post it if i am able to find it on my hard disk. Regards.

According to new service rules, PMS Offices would also get their promotion from 17 to 18 after 5 years. So 15-17 years period mentioned in above post is not true under current rules. If anybody know the complete new service rules, please discuss here in detail.

Fatima you have added exact information I have collected so there is nothing left further. CSP's far more chances of growth as compared to PMS qualified. So from all the corners CSS is really a superior exam.

Dear All,
Provincial Management Service (PMS) is a cadre quite different from the earstwhile PSS or PCS. It has been recognized as the premier service of the Province of Punjab. It is being hoped that this cadre would emerge at par with the DMG in the province of Punjab due to the following reasons. 1. PMS Officers will join the office of DDO at field what DMGs also join at the beginning of their career. They will not join as their subordinates as happend earlier when they used to join as EACs working under the ACs. 2. Their training is being improved to reduce the difference of training between the PCS/PSS and DMGs. Those PMS Officers who will stand at the top postions in MPDD by the end of their training, will be sent to Singapore Civil Service College for further development of their potential. 3. Number of seats at field and secretariat are being increased with the passage of time which ll be helpful for rapid promotions of PMS Officers. 3. PMS officers ll be working on all type of managerial positions in the province (may be outside on deputation) and not merely in revenue department or as section officers. So, all PMS Officers and those intending to join this service should be confident of its vitality.

Criterian to send PMS OFFICERS for further training in Singapore.
We as PMS Officers ( " First Regular " ) went through training ( 32 weeks ) in Management & Professional Development Department( MPDD ).They offerred that the officers who will secure First & Second positions in overall evaluation , at the end of the training , will go to Singapore for One Year " Master in Public Administration " from LEE KUAN YEW SCHOOL OF PUBLIC POLICY , NATIONAL UNIVERSITY OF SINGAPORE. Mr Muhammad Awais secured first position and I stood second. So we both will proceed for MPA in July this year.

No comments for your opinion about DMG and PMS comparison. Caz I dont have experience but one of my cousin who was in PMS first and now in CSS academy says that there is a hell of difference. But he never explains that hell of difference. So I have no idea.
