Age limit is 21 to 28. The candidates serving under Federal Govt and having domicile of any district of Punjab+4 years continuous service OR candidates serving in Punjab Govt having at least 4 years service as such the upper age limit shall be 35 years.

Not at all. In some universities first div start from 2.65 while in others even from 3.0. So it depends purely on University's criteria.
