18 officers sacked on charges of fraudulently passing SPSC September 14, 2009Posted by Suhail Akhtar KARACHI: Sindh Department of Anti Corruption has started the scrutiny of the tempered records relating to Sindh Public Service Commission Examination-2003 while the Sindh government has sacked 18 officers upon detecting fraud in the compilation of final results. The Anti Corruption Department has started the scrutiny of the scripts of the officers who had passed the exam through fraudulent means. The SPSC has provided the relevant records to the inquiry officer. A senior government official told Geo News that 18 out of 47 candidates have been removed from their posts after it was proved that they passed the exam through fraudulent means. The Sindh government has forwarded the report against the candidates found involved in the scam to the Anti Corruption Department where case has been registered against former chairman Hasan Bhutto, Controller Examination Umer Roz, Secretary Aijaz Jafri and others on charges of corruption. Ex-SPSC controller exams held over corruption charges
By Faraz Khan KARACHI: The Anti-Corruption Establishment sleuths have arrested former Controller of Examinations of the Sindh Public Service Commission (SPSC) Muhammad Umar Zaur over charges of corruption, malpractices and tampering the records for the Combined Competitive Examinations-2003, held by the SPSC for various posts in the Sindh government. The arrest of Zaur, a grade-19 officer of the SPSC, became possible after a request by Inquiries and Anti-Corruption Establishment (ACE) Chairman Munawar Opel was approved by Sindh Chief Secretary Fazalur Rehman in his capacity as chairman of the Anti-Corruption Committee-1, instead of going for an open inquiry as sufficient material was available on the record to go for the registration of a case, followed by arrest and prosecution in a competent court of law. According to the record available, the SPSC had advertised for filling up the posts of deputy district officer, section officer, labour assistant director, cooperative societies assistant registrar, labour officer and ward rationing officer in the Sindh government in 2003, the exams of which were held between Dec 31, 2003 and Jan 12, 2004. The results were announced on April 10, 2004 and 531 candidates were declared successful in the written examinations, while after viva voce, 77 individuals were recommended to the government for appointment to any department for which the Combined Competitive Examinations were held. Following agitation in the media and by a candidate, the SPSC held a comprehensive inquiry through a three-member committee, headed by Shah Mansoor Alam, and assisted by Nawaz Leghari and Abrar Hussain Mirza. Missing: Sources have disclosed that all answersheets of two candidates, who were declared successful, Ayhan Mustafa Bhutto and Dr Nisar Ahmad Leghari, were missing. The former is the son of the then SPSC chairman. Other favourites who benefited from the tampering of the records, misuse of authority, and missing of the records included Fawad Ghaffar Soomro, Shoaib Ahmad Khero, Ms Memona Shah, Imran Bhatti, Ali Anwar Ruk, Imran Qureshi, Raja Mustafa Ali, and Javed Daudpoto. These individuals were relatives and acquaintances of men who were in power back then. The record of following candidates were willfully, deliberately and with bad intentions tampered by Zaur, in full knowledge of the then SPSC chairman: Fayyaz Hussain Abbassi, Ghulam Murtaza Memon, Ayhan Mustafa Bhutto (full papers missing), Imran Bhatti, Saifullah Abro, Nawaz Sooho, Mangrio Muhammad Yakub, Ali Gul Sanjarani, Ghulam Sarwar Uttero, Memona Shah, Thebo Muhammad Juman, Jehanzaib Abbas, Abdul Qadir Abbasi, Saeed Ahmad Shaikh, Ali Anwar Ruk, Kiran Shaikh, Sikandar Baloch, Muhammad Afzal, Mukhtiar Ahmad Mallah, Imran, Safia Naz Mangi, Muhammad Taufeeq, Riaz Ahmad Dahar, Mukhtiar Ahmad Shar, Shah Ihsanullah, Abdul Samad, Muhammad Khurram Mangi, Shabbir Ahmad Sethar, Irshad Khokhar, Ibrahim, Shoaib Ahmad Khero, Muhammad Saleem, Karamullah, Nosheen Usman, Syed Rizwan Ali, Muhammad Kamran Khan, Amjad Ali Arain, Zubair Ahmad Channa, Fuad Ghaffar Soomro, Aamir Zia Isran, Dr Nisar Ahmad Leghari (full papers missing), Kamran Ahmad Khero, Abdul Wahab Sario, Farooq Azam Abro, and Abro Sabir Ali. It is interesting to note that 57 percent of the 77 successful candidates’ papers were missing or had been tampered with, while some had failed in compulsory subjects. Their marks were enhanced to be included in the successful candidates list by the former controller of examinations of the SPSC. The Sindh ACE believes that Zaur is possibly not the only person involved in the case, and more individuals would be nabbed once the accused is interrogated. http://dailytimes.com.pk/default.asp...-9-2009_pg7_30 END OF THE ARTICLE My questions and observation: Why following officers names and many others are included in the enquiry report by Anti Corruption Department and this inquiry is headed by Mr. Opal a DMG Officer. I asked this question to a Grade-16 senior officer in SPSC and he replied that if SPSC wants it can change a meritorious officer into a fraud by just throwing his copies in bin and labeled them fraudulent or temper the exam copies and call them that they have used illegal means for allocation. This culture is introduced by this current SPSC and made all future allocations uncertain as who will assure the batch of CCE 2008 that their paper will not be tampered after 10 years by another SPSC and they will not label us a fraud. Mr. Umar Opal (DMG) is a person good reputation but what he can do as a head of enquiry team if whole team of SPSC incharge tells the anti corruption that copies are altered. My second question is that who altered the copies SPSC under Mr. Bhutto's chairmanship or SPSC under Mr. Abbasi from PPP to consolidate their claim that all previous setups of SPSC were corrupt. 1. I personally know Juman Thebo (CSS qualifier), Saifullah Abro (Allocated in Accounts Group but opted DDO-R in Sindh Govt., Mukhtiar Ahmad Mallah (Section Officer and an extremely talented person who have written books helping CSS candidates and teaching at UQAIP CSS Academy. 2. Muhammad Nawaz Sohu (allocated as DDO-R in CCE-2003) Joined DMG in 2003 through CSS 3. . Dr. Farrukh Habibani (allocated as DDO-R in CCE-2003) Joined PSP in 2004 through CSS 4. Fayaz Hussain Abbasi (allocated as DDO-R in CCE-2003) Joined DMG in 2005 through CSS 5. Attaullah Shah (allocated as DDO-R in CCE-2003) Allocated in Pakistan Audit & Accounts Service through CSS but joined Sindh Govt as DDO-R 6. Jamshed Alam Memon (allocated as DDO-R in CCE-2003) Qualified both written & viva voce of CSS-2001 7. Kamran Ahmed Qureshi (Allocated as DDO-R in CCE-2003) Joined Pakistan Audit & Accounts Service through CSS & did not join Sindh Govt as DDO-R 8. Fayaz Hussain Jatoi (Allocated as DDO-R in CCE-2003) Joined DMG through CSS in 2004 9. A Section Officer of CCE 2003 batch told me today referring Mr. Ramzan Channa PSP (Present or former Secretary Anti Corruption Sindh) who signed the summary of Anti corruption sent to the Chief Secretary for further necessary action that CCE 2003 batch promotions are being withheld till the cases which are lodged within 6 months of the announcement of final result and pending at the end of Sindh Govt. are not resolved.
Why meritorious people have been suffering since last 08 years from the acts of few JALEE candidates and what will be the treatment with CCE 2008 batch as case against CCE 2008 is lodged in SHC within six months of the declaration of result? |

Bad News for CCE 2003
As per one Deputy Secretary at S&GAD the promotions of CCE 2003 batch are not even in consideration for any future promotions because of pending cases against them in court . After the disposal of cases against them, the data base of this batch will be prepared and ACRs and other performance reports will be collected. According to him after disposal of cases against CCE 2003 it will take almost 1-2 years for only arranging data and putting case file before authorities to call selection board. If CM likes than he will call for selection board. This is why I criticized the decision of CCE 2008 people to go against CM for offer letters. CM is the person who decides every thing even allowing the promotions to take place.
According to him this batch is already deprived of promotion for last 08 years and poor fellows will have to wait for another good 5 years for promotion to next grade if they are succeeded to save themselves from the Anti Corruption report requesting from authorities to expel them from their current positions. We have such weaker administrative system in Sindh if case is pending in court or investigation is going on than promotions are stopped and cases are not even considered for promotion. |
