Default New Cadres

Assalam o alaykum forum,

I am back in Pakistan after completing first semester in abroad. Lots of changes took place especially fresh batch of PSS cadre is in court for PMS. My analysis on this move:

1- According to my information PMS cadre in Balochistan will be announced within this year or in the start of 2013 maximum.

2- In Sindh yeh issue court ke bagher bhi hal hojata because once it is announced in Balochistan, Sindh is bound to do that and will be the last province to implement it as it is already in Punjab and KPK. The work for the formation of PMS is also completed in Sindh since 2010 thus it was not necessary at all to go to court. Zyada se zyada 1-2 mein yeh wese hi announce hojata.

@Baba Khan,

In Balochistan there are two groups Balochistan Civil Service (Executive Branch) - BCS and BSS - Balochistan Secretariat Service. The struggle for PMS has been started by BSS since many years. PMS issue was discussed in cabinet and later on a committee was constituted to find out the ways to form PMS.

The committee was headed by Ms. Shama Parveen Magsi, Minister for Information Technology and four officers of 20 grade from each i.e BSS and BCS. The committee submitted its recommendations to Services Department which were in the shape of summary submitted to the Chief Secretary Balochistan for onwards approval of the Chief Minister.

As BCS is very strong group and they are in constant touch with the Chief Secretary, therefore, the summary is awaiting approval of Chief Secretary at least for one year. BSS has utilized all sorts of channels but of no avail. BCS is trying hard to delay the matter till the tenure of govt.

I don't see any chance of approval of that file in which all the issues have been tried to settle, the mechanism has been defined and distribution of posts have been reflected. BCS is opposing on the grounds that they are superior, equivalent to DMG in exposure and are talented guys of the province whereas BSS lacks decision making power, secondly, huge number of rankers in BSS with undermine the prestige of service if PMS is constituted.

A Deputy Secretary in Balochistan Secretariat belonging to OMG told me this about two months ago ke decide hua ke yeh hone ja raha hai. I don't know any thing more about this issue. I believe in the fact that ke koi cheez start hoti hai to woh kabhi na kabhi conclude zaroor hoti hai. File ya kisi decision ko kitna arsa delay rakha ja sakta hai? Werna Sindh ke terha balochistan ke log bhi courts mein honge. If one says in front of this judiciary that rankers are not eligible than they will be torn apart. Current Judiciary is the best thing happened to Pakistan and people abroad respect Iftikhar Chaudhary more than anybody due to his behaviour towards justice in Pakistani society

Logon ke rights supress kiye jayenge to log courts ka rukh karenge. If you see abroad even beggars have their rights and I really admired the system.

PMS is 'Yes' or 'No' in Balochistan. If CS approves file then next week it will be notified otherwise never. By the way what are your views about the merger of Secretariat Service and Executive Service and formation of PMS?

Question of Yes or No should have been asked by authorities or all concerned at the time of implementing this new cadre in Punjab and KPK. Once it is implemented and precedent is created than remaining provinces can’t strike it down especially in the presence of this vibrant judiciary.

If Chief Secretary or CM say no than they have to come up with very logical arguments if things brought into the notice of Judiciary through petition. I think if precedent is created than denying its creation will be very difficult for CS level officer in Balochistan delay of few months or a year can be made but scrapping it out is difficult task specially if work has been done on the same issue.

In my view, Bureaucratic structure and rules in all four provinces are of same nature so it would be very difficult for two remaining provinces to deny PMS.

I personally view its creation not that much effective for the governance and services to common men. If provinces create this new cadre they should also devise strategies for good governance and elimination of corruption. If they don’t than making cadres will not create any difference in the lives of people.
