This is sheer prejudice..10 % quota sheds the dream of multifarious aspirants who unfortunately cannot make it to CSA ,even after clearing the exam

Well, though part of the Army in past I am against the lateral entry.
But, one thing just flashed into my mind while reading the discussion: If 16-year-education be made compulsory for CSS, then will it make army personnel ineligible or for them it will be same (though highly unlikely); Won't they resist these reforms?

These rules are for general public not for army officials. Army has its own rules for CSS.

It's not about army rules or general rules: it is about about minimum required education which is same for either army man or common. Presently it is 14-year and in army they have B.Sc degree after the training. Now, if 16-year will the required minimum education it will be abhorrent that an army man having 14-year education and a common man having 16-year are both CSPs.

As for as my opinion is concerned, if government is really interested and sincere in reforming civil service then this quota system must be abolished.
