PMS exams have been finally announced and i want to ask wether a pcs officer in punjab is more powerfull or on OMG or IG officer of css. NAUMAN SIR plz comment.

A PMS officer enjoys power in his own sphere as he is posted in districts but promotions in PMS is very slow. Moreover, it is almost impossible for a PMS officer to reach grade 22 but an OMG officer is posted in the secretariat as Section Officer for first 5 to 8 years. There are a number of attached departments/ authorities/ autonomous bodies in which one can go on deputation. One can even get posted in provinces on deputation for 3 years which is also extend able for further 2 years. In provinces one can be posted on DMG seat as well. Some of my batch mates are posted as Deputy Secretaries in provincial departments currently.
Another good point is that OMG officers can go for foreign trainings and degree programs. OMG officers are also posted on deputation in foreign missions abroad.
Moreover, the donor agencies and other organizations like UN and USAID hire OMG officers to run their secretariats and programs in pakistan and they offer a very good pay package.
Another great feature of OMG is that promotion is fastest among all the other occupational groups.

pms as a group has its own power and prestige reason is quite simple we the aspirants go for css because of the power prestige and recognition associated with it .Why toppers of yesteryears always opted for the erstwhile CSP or PAS of today is because of the fact that they wanted to be posted as Commissioners or Deputy Commissioners which were the dream slots of every candidate and to which one can only be appointed by becoming the member of CSP or PCS/PMS as far as grade 22 is it does not matters i am saying this despite of the fact that my father himself remained secretary for many years but he says that the time he served as DC or Commissioner is the golden period of his service you see the influence and power that a district officer yields is much more than a secretary level officer because district is the basic tier of governance every politician whether MNA/MPA or minister is in direct contact with DC moreover you get the opportunity to meet the chief minister or prime minister every now and then and this way you get access to the corridors of power which help you to get good postings in the future as far as matter of slow promotions of pms officers is concerned the matter is in the supreme court of pakistan the honourable court had ordered the chief secretaries of provinces to produce the seat sharing formula which distributed seats between dmg and pcs but they have failed to produce it this is because of the fact that seat sharing formula of 1952 was between CSP and PCS and it was approved by then premiere Liuquat Ali Khan but after the reforms of 1973 which abolished the CSP and trifurcated the CSP in dmg tag and sg no new formula was devised and most importantly the then cabinet secretary Waqar Ahmed had issued an notification which explicitly stated that DMG officers can only be posted in districts and officers in provincial secretariats will be posted from secretariat group and PCS but the dmg officers through the influence of the office of DC and Commissioner started getting postings in provincial and federal secretariats due to the nexus developed with the politicians in the districts trampling the rights of all service groups whether federal or provincial

now the situation is that case filed by PMS officers is in the final stages and DMG association is trying to delay the matter one more thing is that in the past the erstwhile CSP had quota of PCS officers to give the service a truly national cover and this is how Ghulam Ishaq Khan the ex president of Pakistan who originally was selected for PCS by the punjab public service commission got into the CSP as the matters stand today supreme court is likely to order the federal govt to devise a new formula for seat sharing between DMG and PMS and there is another development which is that the federal government has issued a notification allowing the PMS officers to be inducted into the SG when they get promoted to grade 19 so promotion prospects for PMS are going to become better and as far as getting lucrative slots is concerned you are not going to get appointed as section officer which is the junior most post in civil service in the department of your choice whether you belong to the DMG OMG or PMS unless you have got political backing u unfortunately it is a bitter truth which we cannot deny SH Ijaz Nisar is a former chief justice of lahore high court he got his sun inducted in the provincial civil service without giving any exam his name is Salman Ijaz and this gentleman was promoted to grade 20 after only 10 years service which is unheard of for even a DMG and this was done by a number of DMG chief secretaries and Salman is ready to be promoted to grade 21 after barely 15 years service in few months this is why i have stated in my earlier posts that if you have political or bureaucratic backing then it does not matters which group you belong to otherwise i know many Dmg officers who retired in grade 21 or 22 but could not get a single posting as secretary or commissioner/DC

Anyway, Ms. Rabia, after clearing PMS exams, a grade 17 officer can either be posted as AC/DDO(R) in the districts, or as section officer in the Punjab Secretariat, Lahore. While there are no facilities as a section officer, those posted in the field enjoy cars, and a platoon of servants and protocol staff. However, there is a cost of everything. Field job is tougher than secretariat job. In case you are asking for yourself, it is difficult for women to strike a balance between field duty, husband, kids and in-laws. I personally would suggest females to opt to be posted as a SO.

Now coming to OMG, as I have previously said in many posts, there are no facilities as such. However, the promotion prospects in OMG are better than IG and PMS. PMS guys take more than 18 years to reach grade 18 while some OMG officers reach grade 20 in 18-19 yrs of service. Promotion is better in Information group as compared to PMS too.

i have read this discussion and now i repent because n css2012 attempt i haave kept IG,POSTAL and RAILWAY above OMG. will i be able to change them if i cleared the written??

What about accomodation and vehicle facility to an OMG officer in grade-19 with no political/bureaucratic backing ?
