the only fact is that the POSTS OF DCO must be given equal lever of working relationship vaiza viz nazims as at times nazim become too unruly and headstrong. the tenure of DCO MUST BE ASSURED AND IT IS MOST WARRANTED THAT NAZIM SHOULD HAVE NO BUSINESS IN WRITTING THEIR ACR,S.OR ELSE DCO WOULD REMAIN CUSTOMER RELATION OFFICER OF POWERFULL POLITICAL NAZIMS AND THEIR HUGE CORRUPTION OULD GO UNACCOUNTED AS DCO WILL ALWAYS TRY TO SURVIVE THROUGH THE CULTURE OF SUCOPHANCY AND MAKE THE HAY WHILE SUN SHINE

We are ignoring invitations to discuss the LGs’ future as we want to have our own system after expiry of the constitutional protection to the existing one in December,” a senior Punjab government official told Dawn here on Sunday. He said the federal government had avoided to decide the future of the local governments when the Punjab government was pressing for it last year and early this year. Now, it was doing the same to the federal government as it intended to introduce a new system without the interference of anyone after December. The official said the provincial government would not conduct elections of the local governments after the expiry of the term of the existing ones in August or September. “We are going to extend the local governments’ tenure till December, making DCOs as their administrators to run them till December. We will hold the next elections after introducing a new system of our own choice through the Punjab assembly,” the official said. He explained that while re-introducing the posts of divisional commissioners the provincial government wanted to give them powers of the EDO (revenue). But this plan was dropped after the governor objected to it while reminding the provincial government that it could not amend the Local Government ordinance without the permission by the president. Later, the government decided to transfer the powers of members of the board of revenue to the commissioners but this could not also be done because of some legal hurdles. Now, the provincial government was again seeking permission from the federal government to let it amend the LG ordinance so that the commissioners could be transferred the powers of the EDO (revenue) for making them more effective. According to the official, sanctioning development schemes from Rs50 million to Rs100 million in districts under them was the only significant power the commissioners had so far been given. They were also allowed postings and transfers of officials in BS-17 but this was still being done by the Services and General Administration Department. When asked about the shape of the future local governments Punjab was considering to introduce, the official said that `panchayati’ system would be one of its significant elements. “Everyone knows we are going to introduce a system which will have executive magistracy, and good things from the LG ordinances of 1979 and 2001. But we are also thinking of introducing the panchayati setup to allow resolution of disputes over petty matters at local level,” the official said. He said the existing local government system did contain the provision of reconciliation councils but they were never formed. The pamchayati councils would be introduced while keeping in mind their success in India and Bangladesh. The councils would be given powers to decide petty civil, monetary and criminal cases. This would not only provide expeditious justice to people at their doorstep but would also lessen burden on courts and police, sparing them for handling more important matters. When asked, the official said the provincial government would either give powers of deputy commissioner and district magistrate to the DCOs or create new posts under them. “One thing is clear that we cannot control the province without the executive magistracy,” he said.

What about the PMS officers. Can they also reach upto the post of Deputy Commissioner, DCO etc. or these ranks are only for DMG officers, if devolution plan is scrapped. Give examples if Any of the PMS officer have become a DCO etc.

Its amazing how things have reversed for DMG during the last year or so. With the Comissioner system restored across the country and the powers of magistracy also returning, the DCO will become much more than a 'coordination officer'.
Another very important point (which the allocations will confirm and which has been in sharp contrast to previous years) is that after 8 years, DMG will return as the top choice. Rough estimates are predicting that DMG will close around 50 while Police will close at 60. |

The post of Assistant Commissioner is now called as Deputy District Officer (Revenue), DDO(R)s work same like ACs, except criminal case dealing. Here are some functions of DDO(R)s i.e. OFFICIAL ASSIGNMENTS

MULTIFARIOUS FUNCTIONS.
DDO(R)s has no authority to check police stations or to deal criminal issues properly.

LG system ‘to be abolished next month’ All nazims will have to pack their bags; fresh polls to be held under 1979 Local Government Act in six months Saturday, May 16, 2009 Saeed Ahmed Rawalpindi After curtailing the powers of district and town nazims, the government has finally decided to do away with the current devolution of power system by enforcing the Government Act 1979 by the end of June this year. Well-placed sources told ‘The News’ here on Friday that the local government system would be dissolved. “All district and town nazims, as well as nazims of union councils, will have to go by the end of next month,” added sources. Sources said that after the abolition of devolution of power system, town municipal officers will act as caretakers till the elections after six months all over the country. District coordination officers, on the directives of the present government, had already taken over the charge of the new system without any amendments in the devolution system. According to sources, the designation of deputy commissioners was introduced ‘unofficially’ a couple of months ago. However the dissolution of local governments and holding of elections after six months will be an ‘official’ move by the federal government, sources disclosed. According to sources, the present government considers that the local government system has completely failed in mitigating people’s sufferings at the grassroots level during the last seven years. Fresh elections will be held for mayors, deputy mayors and ward councillors throughout the country. On the other hand, District Nazim Raja Javed Ikhlas said that the current local government system would continue till October this year according to the law. He said that no change could be brought in the present set-up before that time under the present rules. According to the Local Government Ordinance 2001, the devolution system should continue till October. However the government enjoys all powers to dissolve the system any time, he said. He added that if the local bodies are dissolved in June and elections are held under the 1979 Act then he would not take part in the new system, he added. Rawal Town Officer Irfan Salim Butt, holding more powers than Town Nazim Sheikh Rashid Shafique, confirming the report, said that it is in his knowledge that local bodies are being dissolved in June. The old system would be replaced by the Government Act 1979. He confirmed that tehsil municipal officers, tehsil officers and district officers would act as caretakers in civic bodies till the elections. However he denied that the powers of any nazim, whether district or tehsil, are being curtailed. “It is only a conspiracy against the present government by the leaders of PML-Q,” he added. District Coordination Officer Imdad Bosal could not be contacted despite several attempts. However PML-N MNA Hanif Abbasi and MPA Chaudhry Mohammad Ayaz confirmed that the move is in the offing with regard to dissolution of local bodies.

Winds of Change for DMG
DMG once again shining........ LG system will soon be revised after the constitutional cover ends in December this year. The following news shed some light on it. Perhaps in a couple of years time DMG may come again on top as first choice of CSS aspirants.

Jahanzaib Khan is probably the first DMG officer to get an ambassadorial assignment and that too in one of the most important capitals in the world. Earlier, Jalil Abbas Jilani, High Commissioner in Canberra and a relative of the prime minister, had been tipped as the next ambassador to France. Some officials alleged that the appointment had been made under pressure from the presidency, but presidential spokesman Farhatullah Babar said the prime minister’s office made all foreign appointments and Mr Khan had worked for the embassy in Paris as commercial counsellor. Mr Khan’s deputy at the embassy, Rafiuz Zaman Siddiqui, a career diplomat, is senior to him. Contrary to a tradition of posting Grade-22 diplomats to Paris, the government has made the new appointment of an officer who is in BPS 20. According to sources, diplomats belonging to the 12th Common — a much senior batch of civil servants than Mr Khan’s — have only recently begun getting posted as ambassadors in lesser known capitals. They said Mr Khan’s appointment appeared to be a part of the policy to appease the district management group. Rules have not only been maneuvered but even violated time and again to give way to these special breeds. I don't agree that it has to do something with the DMG as such. I believe it is the personal merit of the crowned officer that has taken him to this coveted post.

Why r people frm FSP jealous of DMG Officers when Hussain Haqqani & Hussain Haroon can get key postings... Oh I forgot the name of Maliha Lodhi, who hs remained ambassador for countless years......Pak's top diplomat (late) Agha Shahi happened to be a CSP (predecessor of DMG)..... Its matter of right connections ............
