I could not stop my self to indulge into this discussion. No doubt PCS/PMS cadre is striving for better position but it has no comparison with CSS Groups particularly listed on top. DMG is after all a superior service, it has psychological impact on the society and government servants since ICS era.

As far as posting and transfer is concerned, seniors have already discussed the matter in detail. It is said 'jo jeeta wo sikandar' so good posting is not one's property, anyone from any group can grab the opportunity.

In Balochistan there is still PCS viz two groups Secretariat and Executive Service, promotion is rapid. After 5 years officers are promoted to 17 and similarly to 18 after 12 years service. Currently there are 5 posts of 21 for provincial services in the province and about APUG i don't have any idea.

Herein Balochistan there are 30 districts out of which 4 Deputy Commissioners belong to DMG (safe estimate) and rest of the DCs belong to Executive Cadre of province. Similarly, Principal Secretary to CM and PSO of CM are from provincial services. Problem is that DMG officers are not willing to serve in Balochistan. So, provincial services established their monopoly in the province.

Just to quote an example of a Deputy Commissioner of a district who is from provincial service in grade 18, very much young and still eligible to sit in CSS Exam, I don't he will be any more aspirant for DMG. It is all about your personality, how you avail the opportunity and how you make your job attractive by virtue of your competency. Influence or reference is all about one's personal guts or family background.

Just to summarize my words "Dhoor ke dhool suhanay lagtain he, andhar se system ko dekhain tu sab khookla he"

I 100% agree with your last line (door k dhol suhanay....)...infact thats well said and reality is quite different in the field...but as far as saying about that DC who is BPS-18 and still has a chance to sit in CSS...Well I have serious doubts about this statement of that DC ofcourse you must be quoting him correctly...Moreover as far as i know the service of DMG officers start from where PCS officers of Baluchistan end their service; The Federal Secretariat.

Moreover please keep this fact into consideration that how many DMG/PSP officers prefer serving in Balochistan????? please think about this

dear, I am sure no PSP and DMG officer who having domicile of Punjab, is serving there, not even 1... Only those PSPs and DMGs are serving who having Balochistan or KPK Domicile... There are many factors behind this... You seniors knew this thing much better than me... : )
