AGP finds Rs 2.5bn irregularities in Pakistan Post
* Major objections include unauthorised purchase of two houses worth Rs 63.726 million in Islamabad By Zulfiqar Ghuman ISLAMABAD: The Auditor General of Pakistan (AGP) has pointed out irregularities of Rs 2.575 billion in the accounts of the Pakistan Post during the financial year 2007-8. The irregularities have been classified under two heads. The first head contains 36 audit observations point out irregularities of Rs 1.16 billion, while the second consists of 45 audit paras placed before the Departmental Audit Committee (DAC) involving embezzlement of Rs 1.415 billion. The AGP pointed out the irregularities in the annual audit report of the body’s accounts for the year 2007-08. The major objections mentioned in the report include the unauthorised purchase of two houses worth Rs 63.726 million in Islamabad out of the Renewals Reserve Fund without the availability of allocations budget in the capital outlay and approval from the Finance Division. “The houses purchased were neither capitalised nor included in the departmental assets,” the AGP observed. The department continued to pay incentives and allowances without the Finance Division’s prior approval and despite clear instructions for discontinuing the allowances, the audit report said, adding the payment resulted in unauthorised expenses of Rs 253.912 million. It pointed out the department re-appropriated Rs 130.189 million from various heads of accounts without prior consent of the Finance Division to adjust its expenses accounts. It mentioned another loss of Rs 40.599 million to the department for non-realisation of service charges from the Pakistan Telecommunication Company Limited. The report said losses on accounts of fraud, theft and misappropriation continued to rise, incurring a loss of Rs 101.19 million under these heads during the year 2007-08. Rs 4.024 million was accounted for as a lesser amount in the books, while another Rs 6.704 million were overpaid to military pensioners. The report said an amount of Rs 10.634 million was withdrawn on paper chits.
