Not satisfied with the promotion thing.. something is fishy.. as vacancies are always being generated in a department after the promotion of x.employees. every one call on the number of drap and donot get off the forum at last.. something is not right for sure..

be patient guys, i have shared this before that first existing employees will be promoted and than new appointments will take place.... well don't worry everything will be good inshaALLAH, if ALLAH has written in this way we should be happy in the will of ALLAH....

You are right their attitude is not cooperative at all .. i will try myself to visit the office next week but you people should not stop trying as it matters alot.

ISLAMABAD: The invitation for applications for an internship programme at the Drug Regulatory Authority of Pakistan (Drap) has initiated a debate within the authority and related circles about whether interns should be hired to evaluate applications for the registration of medications.

Some employees believe that pharmaceutical firms could send their officials to evaluate applications. However, the Ministry of National Health Services (NHS) secretary denied the allegation, and said interns would have nothing to do with decision-making. Secretary Ayub Sheikh also said that transparency and merit would be ensured during the evaluation of applications.

According to the advertisement on the Drap website, 15 pharmacy interns are required for regulatory affairs training and technical support in various divisions of the authority, on an honorary basis.

The advertisement states that candidates with a “B. Pharmacy or equivalent and freshly passed will be preferred”. The internship will last for a year, and interns cannot claim regularisation for their services in Drap against any regular post.

Critics say pharmaceutical firms could use interns to have medication registration applications approved
It says that the services of an intern can be terminated at any time with 24 hours notice and no TA/DA will be admissible. Candidates have been advised to submit their applications by March 31.

An official of the authority said the proposal came from the pharmaceutical industry, to provide Drap with human support to evaluate medication registration applications.

“The industry also offered to pay remunerations to the interns. So not only does a conflict of interest arise, but in case of any mistake – deliberate or not – who will be responsible?”

The official, who spoke on the condition of anonymity, said: “No one wants to work without any remuneration, especially for a year. Moreover, it’s mentioned in the post that interns will not be regularised and can be terminated with 24 hours notice so no one will be interested in doing free work for one year.

“We fear that pharmaceutical companies will depute their employees in Drap and they will work on their behalf, because they already offered to pay the interns’ remuneration.”

“The scrutiny of applications for medicine registration is also very sensitive work, so it should not be handed over to people who will work for free and cannot be made accountable in the future,” the official added.

Pakistan Pharmaceutical Manufacturers Association (PPMA) president Hamid Raza said there were around 18,000 pending applications that had not been scrutinised for the last four years.

“We have held almost 50 meetings with health authorities but the process could not be expedited, and pendency is still there. Unfortunately government officials don’t want to work and no one asks them about it,” he said.

NHS secretary Sheikh told Dawn that although Drap advertised 192 posts last year, the process of appointments had not been completed thus far.

“There are as many as 3,000 pending applications for which companies have deposited extra fees to take their cases on an urgent basis. We want to get around 25 interns to scrutinise and computerise those applications,” he said.

“Although the pharmaceutical companies association offered to provide the remuneration to the staff, we have refused the offer because of the conflict of interest,” he added.

He added: “There will be no signature by the interns on the documents, so only their supervisor will be responsible for any mistake or error. We are also trying to put them in the government internship programme, through which they may get some remuneration.”

Default 10 directorates of Drap without permanent heads

ISLAMABAD: The Drug Regulatory Authority of Pakistan (Drap) will submit a reply to the Supreme Court about its progress in hiring permanent heads for various divisions on Thursday.

Drap’s chief executive officer (CEO) Dr Mohammad Aslam told Dawn that the process for the appointment of the permanent heads was in the final stage and would be completed within a few months.

In 2006, the then chief justice of Pakistan, Iftikhar Mohammad Chaudhry, took suo motu notice of the prices and quality of medicines.

While hearing the case on April 9, 2015, the then chief justice, Nasirul Mulk, directed that permanent heads of different divisions of Drap should be appointed as the authority had got its CEO without which the appointments could not be made.

However, as the court is scheduled to resume the hearing of the case on Thursday, most of the Drap divisions are still without permanent heads.

An official of the Ministry of National Health Services (NHS) requesting not to be identified said currently there were 13 divisions in Drap.

Basic Pay Scale (BPS) 20 officers are required to be appointed as heads of the divisions but there are only three BPS 20 officers available.

Three divisions - legal affairs, pharmacy services and budget and accounts - are being run by BPS 20 officers — Arshad Khan, Sheikh Ansar and Amanullah Khan — while the other 10 directorates are without permanent heads. These directorates include biological, pricing, licensing, quality control, registration, medical devices and alternative medicines, he said.

When asked how a directorate suffered when there was no permanent head, the official said, “Quality of work cannot be ensured if one officer is looking after two departments at the same time.”

Dr Aslam said the process to appoint 192 employees in Drap was in the final stage.

“We wanted to ensure transparency in the recruitments and involved the National Testing Service so the process was delayed a bit. We will get as many as five directors through direct appointments and others by promoting officers already working in Drap.”

He said a formula had been prepared and the authority would inform the court about it in detail.

“Though I cannot give a final date for the appointment of the permanent heads of all the divisions, I am sure that the problem will be addressed in a few months,” Dr Aslam added.
