The university where I am being admitted is 7th Best Engineering university
of China in Guangzhou. Moreover, I am being given paid study leave from
my university with job security with HEC equivalent China stipend.

Two ways are in front of me.
1. China: University paid leave with US$800 stipend + job security + Chinese stipend by chinese govt.
2. KOC: University unpaid leave + HEC scholarship + job security + guarantor issue + posting ANYWHERE in Pakistan issue.

Plz need suggestions.

What i have heard Chinese stipend is very less.
According to Times Higher Education Ranking of Koc university is among 226-250.
HEC's scholarship is fully funded for MS leading to PhD while chines scholarship is only for Masters as you told.
Chose whatever you feel better.
It seems that there are some issues in both of your choices.

Try for your guarantor.....
I suggest you to visit Hashmi Sb....
Insha-Allah every thing will be fine... ALso visit your UET and discuss mater with your fav. professor. He will help and guide you .. Insha-Allah problem will be solved...

Hec choice would be best if scholarship of Europian country was offered to you.As this is choice between Koc & Chinese Govt,definitly go for chinese scholarship.Since after MS studies you can easily avail PhD scholarship in western countries.

can anyone let me know the universities/cities where HEC can post the scholars after PhD ??? Is it sole decision of HEC or can the scholar opt for positing location? are these in punjab alone or in other provinces as well ????

In recent years SKKU has emerged as one of top university of South Korea.Hanyang was and is a leading university in high quality education.As for as I know from seniors they are both good universities and your choice must be based on academic superviser and the course offered or lab of your interest.
Thats my opinion,you can consult your seniors and professors for better selection.
