One can apply to all Turkish Universities and without informing HEC, because HEC doesn't send the list of students to Turkish Universities.
Regarding South Korea, one must provide the university name because HEC have to send the students names to that university, and the university will contact the scholar.

My preferences were HKUST and Turkish Universities. But I am also interested in applying to Belgium now.

Anyways, HKUST intake will be in Sep 2014 but the admissions are open now and deadline is in November for Phase 1.
Hasselt University are currently taking applications for Spring 2014, that's what the admission inquiry told me. Yeah so if you or anyone is applying there, let me know.

Yes, I am interested in Hasselt University. What is the eligibility criteria? Do you have application form? I shall be applying in Faculty of Arts and Architecture. Secondly I have heard Belgium candidates need to take 3 months Dutch language course before departure and 4 months course in Belgium too. This would make the study period to around 6 years. Is it so?

I am not sure about the eligibility criteria of Arts and Architecture programs. But IELTS/TOEFL and GRE (or GMAT) are the general requirements for every program. Application is made on their website, there's no form. Have you checked whether they offer programs in your field of interest?

About the language course, I have not heard of such a thing before. Should confirm from HEC.

Professor's acceptance is a plus point for getting admissions in Turkish and Korean universities.

yes they are offering my field of interest. IELTS/TOEFL can be waived off if your last attended university's medium is English. This is what I found on Hasselt's website. But for GRE/GMAT, I'm confused.

They can be waived off but you need some kind of IELTS/TOEFL Waiver from your last university. Where did you study?

Sure we can. What's you Facebook ID? I am new here so not sure how to PM or anything. :/

Another thing. For MS leading to PhD, do we need to get an adviser/ professor's recommendation from our chosen university? Or just an admission offer to MS is good enough?
