Yes you are right. actually there was only one seat for non-engineering scholars and that was under "Social Sciences" head.
I assumed it was "business admin" specifically and my assumption could be wrong.

Does any one know the universities with which HEC have MOU?
I know the following.
Turkish universities
METU,ITU and other
New Mexico, USA

Any one who is applying to New Mexico and Florida State University?
and For which semester you are applying? Fall or Spring?

i am applying for usa. but the univ are third class

Yes I am agree with you that USA universities NMU and FSU are not so much good.
Anyways I submit my application for METU.
Lets see what happen
where else did you applied? Are you receive any reply from HEC that to apply NMU?

They need IELTS min 6.5 and GAT score (No International GRE)

I have not taken IELTS yet. Do you know which university accepts applications without GRE and IELTS or TOEFL and have courses for Architecture? I have been given choices of below mentioned universities.
Hang Yang University South Korea
Sungkyunkwan University South Korea
China through China Scholarship Council
Bilkent University
Middle East Technical University

Koc University

Sabanci University
