Should I personally visit HEC for this matter what do you say ?
And personally I too am convinced that here everything is really unclear.

further they said we have given you the provisional certificate for BS till the award of degree you can use it any where.

It'll be better if you visit their office provided you're not too far from Islamabad (some traffic problems these days). I've been to the office of indigenous scholarships and found the man cooperative there but why not make a call in working hours or wait a week for their reply if you email them. It's not difficult to find few contacts of indigenous scholarship section from their contacts page.

As it is mentioned in the letter given by HEC that HEC can terminate you from the scholarship after one year if you dont show satisfactory performance . Can scholar do the same ??? They are so pathetic in giving grants. They sent grants to wrong university and obliging me to study. I just want to terminate this scholarship. PLEASE PLEASE give suggestion.

I called them many times but they never pick up the phone ... Another question I wanted to ask you was what is the role ovf supervoiser like is it must to select it from my own uni or am free to select from any HEC recognise university.????? Kindly elaborate.

Then you must write to them, they sometimes reply, supervisor profile is necessary for PhD students, who cares it, ll see when needed.

See the upcoming wave of "the tsunami", where she goes: after all HEC is a strong government institution, then you might find a better way to escape or perhaps continue with it.

@amnakhan
you can select a supervisor from any university retired or in service , but he or she must be on the list of Hec Approved supervises(see quality criteria of Hec).
List is given, check the list and find appropriate supervisor.

@Kauser
aborting indigenous at this stage would be good decision if can avail any other scholarship offered by Hec. you have to repay the amount with 25% penalty in case you are selected for any other award..
You can check your GAT score , ILETS or GRE before deciding about this
