Go to your university admin, ask them for urgent degree procedure, they'll demand some documents like DMC, clearance form etc and issue you degree within few days but with a heavy fee. Then you can go to HEC with all your academic documents and ID card for attestation.

can i submit my transcript only? Because my university is not giving me tyhe degree before 2 years. Now what else can I do ?

Yes. My M.S transcript was attested by HEC on this basis without degree in May 2014

HEC office told me that they'll be transferring funds in September but surely there will be a delay seeing current scenario and HEC history.

I'm not sure HEC will accept your application for any post graduate scholarship without graduation degree, they give you enough time to prepare degree and others documents along with necessary attestation.
Yes, they will attest DMC without degree in certain cases however it won't guarantee award of fellowship.

There are certain other ways to get urgent degree in many institutions, visit yours and try to explore one that works, if not then send attested transcript alongside other documents and write to HEC that you'll send them degree within a specific time because your institution takes its time. It will increase probability of award and HEC usually cooperates with students in such minor issues.

Uni waly nae day ry degree to kia krun, they are saying ubhi to bani he nae haen.
Scholarship q cancel ho jay ga ??????

So cruel your university admin is, Tell me its name, I'll never ever get admission there. I didn't say that your scholarship will be cancelled but certainly so important document, if they don't receive, HEC might not issue grant till then or whatever.
They can also award you, Yeah Pakistan Hyy, almost everything is uncertain here.
You never know, an interim government might get a chance and they put ban on certain things even such low profile scholarships.
I'm looking bit pessimistic here, but again it's unstable, ripped, unclear, uncertain Pakistan.
