In this scenario, exam can not be conducted in March.

Those saying exam is in March must have been given wrong information. Having confirmed from multiple sources, I'm of the opinion that no one in the KPPSC has any idea about the conduct of PMS Written exam. I've been told that exam is not possible in March. 'KPPSC's reply on Citizen's Portal' was misleading. I don't know why the KPPSC's official spread false information. 'Exam is in March' is as authentic and true as 'Exam is in December'.
Following points lend credence to my point of view:
1. KPPSC is yet to issue notification declaring null and void the screening test.
2. KPPSC yet to allow students to update their optionals; time given is two weeks.
3. KPPSC is yet to issue Datasheet which is usually done at least 40days before the conduct of exam.

With March being around the corner, not one amongst the aforementioned has been done.

That being said, I wish they conduct the exam as soon as possible. Everyone has suffered but those qualified the screening have suffered the most. It's been months and we don't know what lies ahead. Every other month seems to be the exam month. KPPSC has put on tenterhooks. This persistent uncertainty and fear have got the better of us. It doesn't make us open books. If we do, we can't retain. You open one subject, and start thinking about the other. With the CSS drawing close, the anxiety gets skyrocketed.

We all should let the KPPSC know about our concerns. At least they should tell us when we are going to take the exam.

Totally agreed. To be honest I have started to look for other opportunities now and focusing on the other tests

If I were not to take CSS this year, I would do the same as you. The continuous delay in PMS Exam prevents us from paying full attention to other job opportunities, e.g. AD IB, AD FIA, etc. which are low-hanging fruits if compared with CEs, requiring much less effort. I wish I could skip this CSS or this PMS.

This delay in exam has cost me to miss some good opportunities. In 2021 two scholarships opportunities arose i.e. Commonwealth and Hungarian Scholarships but i did not apply for it thinking i will be free from Exam in Feb/March hopefully.

The demotivating factor in competitive exams are the many missed opportunities one has to forgoe for this examination.

What could be the expected date for AD IB? According to ad tests will be held within 2 months after closing date and closing date was 22 Nov.
