i) The same applied in the NAB ordinance 1999. NAB chairman may only be removed on the same grounds as a supreme court judge which is mental or physical incapacity and misconduct. The same is the case for NAC chairman "Incapable of performing duties by reason of physical and mental incapacity or has been guilty of misconduct". And yes it is the same for chief justice as well. Just the firing authority is different. ii) This is called the date of commencement. It is there in almost every bill, it was their in the NAB ordinance as well where it was 1st Jan 1985. So there is precedence for this one. iii) the maximum period for investigation is 90 + 90 180 days. Also you need to remember that other laws namely pakistan penal code still apply. So other agencies may under already established laws may investigate. This is not like the army act where other agencies may not investigate. iv) Precedence for this is already there in other laws approved by supreme court. One would be the NAB ordinance 1999 where indemnity is given to NAB against prosecution if acts committed in good faith. I think the best ground to challenge this would be on malafide intention. Which would basically state that the whole act has been brought to hide corruption of the ruling elite. Also the plea bargain part is a little suspect but that was their in NAB ordinance 1999 as well which was reviewed by this Chief justice. |

Letter to the editor dawn
REPLY TO LETTER " NAB RECRUITMENT 2011"
This is apropos of the letter NAB Recruitment 2011 written by S. Abbassi ,Hyderabad dated Thursday, 15-11-2012. The only truth that the letter has is this that the recruitment process has taken time more than required. However , all other allegations of foulplay are founded nowhere and are totally groundless. The test was conducted by NTS and in order to maintain highest standard of integrity the carbon copies were provided to the candidates for their self assessment. The award of contract to National testing service (NTS) reveals the bona fide intentions of the NAB authorities. Criticism to the psychological test is totally baseless. As more than sixty per cent of the test was to be assessed through OMR machines which are free from any bias and influence. These modern practices are unprecedented in the practices of public hiring and NAB deserves a a word of appreciation in this regard. An overwhelming majority of we candidates who have reached the interview phase belong to middle and lower class working families with no connections and political affiliations. Most importantly , on my interview day of JIO , I met a boy named Sabih Rafay Sahito with his score in 60s who made to the interview while his brother with score in 70s was dropped. This establishes the credibilty of the process.Furthermore , this clause of " no anser is right or wrong " is part of almost all psychological test . However , this idea has been misrepresented by the writer claiming that there was no possibility for anyone to get dropped in the psychological test . As if the psychological test was a mere futile exercise. Which is obviously not so . The test aimed at analyzing the suitabilty of the candidates and identification of their personality traits as essentially required by the nature of the job. Hardly anybody of we shortlisted candidates may be hailing from any feudal background. The vibrant academic record and academic achievements of the shortlisted candidates speaks volumes about their worth. The NAB's endeavour to provide everybody fair chances to appear in the test needs to be appreciated instead of criticized. In this regard every channel of communication was exhausted to contact the candidates through post , internet and mobile. This reinforces the sincerity of the authorities. Also , this should be kept in mind that psychological test does not assess the knowledge but it appraises the mindset . Majority of interviews are manipulated by calling many students on a single seat . This provides the room for the foulplay to act. This way those low on the merit are awarded the jobs on the false pretexts of extraordinary answers and other lame excuses as dressing, talking style , etc. Also , who would determine the standart format of assessment during an interview. So in order to ensure transparency students with top scores were called who were assessed by NTS through machine readable sheets and have been through two hectic tests. The lesser the involvement of human beings the greater the transparency is ensured. Lastly , if we unhide the rows all those candidates names would be displayed who had appeared in the test. This can in no way justify their claim of misappropriation or their qualification . As this is a practice to remove those names who have not qualified. Wasiullah Shaikh( 03********) Hyderabad. One of my freind's brother appers for Assistant Director post and got 69 marks in written, unfortunately he couldn't clear the psychological test, they have some links thorugh which they were able to get information about the dates of psychological test and interviews date in advance,at the dates which he told us were exactly the same that were later announced by the NAB,although he wasn't interested in the result date anymore as he is not in the competition now,I requested one of my freind to get the info about expected result date,he informed that result would be announced before 20th November, and I guess it would be on monday 19 or 20.I hope this post will be helpful to many worried candidates about the dates of result.about the future of NAB I'll come a bit later thay is it any chances that new bill affect the current recruotmnts or not.

Today, I called NAB HQ Islamabad and spoke to a man. He seemed to be on a responsible position. I asked him about the tentative date for result announcement. Initially, he was bit reluctant to give any date. He said that result is being prepared and by 20th of December it will be made public. His voice seemed confident and I am sure he did not say this for granted. Let us see.
