Staff of Section Officer i.e. Clerks, Com Operator, Assistant, Junior Scale Stenographer, Office Superintendent etc are completely under under him/her. Initiate their PER/ACR, grant them casual leave, forward their applications to higher authorities if not fall in the jurisdiction of Section Officer and if you don't like any of them you may surrender/transfer them. However, there are certain limitations such as influence of union etc.

If you want to get rid from clerk badshah culture then you have to master yourself in your section i.e. to get command over all subjects assigned to your section, even you should now how to dispatch letters and locate relevant files and type letters lolz. That is what I've experienced in the provincial secretariat and same culture prevails everywhere.

You will listen alot negative stuff about OMG but most of these are baseless.

I am from 37th commons OMG which was inducted after 10 years
1)I have been to Japan for two months on a foreign training earning me more than 4 lac in access of my salary.
2)I have been to UK for two weeks earning more than three lac for me.
3)I have hired a house in 15000 per month in a really good condition.
4)Even customs, IRS,PAAS try to opt for secretariat group in grade 19 and above since they don't have promotion prospects above 18 grade. DMG opts for secretariat group in 21 and above to have quicker promotion. We have filed a petition to stop this induction and we have restraining order from supreme court.
5)My batchmates of balochistan and KPK are deputy secretaries in provicial governments, some are in NADRA, SAFRON and other really attractive departmets.
6) Our batch will be promoted to 18 in this year , less than 3 years in service.
7)Two of my batchmates are having masters scholarship in korea, one is on UN mission for one year, three will proceed this year which will earn them more than 3 million.
8)Despite all hard facts our group has second highest number of secretaries.

I have experienced it as best group as far as exposure, experience and comfort is concerned.It depends on your skill and knowledge plus expertise of your work which makes you indispensible and you enjoy all the perks.

vertical and horizontal mobility of OMG is equivalent to DMg/PAS, and right now OMG is the fastest promoton cadre.PAAS, IRS and customs people of 12th commons are in 19 while OMG people of 17th Commons have done NMC for 21 and will be promoted in 6 months period.At the end, these are grades which matter beacuse even in PAS you can have field posting of 2 to 3 years and that too if you are well connected.As far as secretariat postings work is concerned, no group can compete with OMG in its policy making expertise.Car, house etc are secondary things which everyone gets in his/her career.It is your exposure and your skill which makes difference.I know people of OMG from 17th to 27th commons and all are having best postings, be it in authorities, attached deptts, secretariat , foreign missions as well as UN agencies etc.
Although there are some demerits due to lateral entry but SC has given restraining order and people of OMG have stopped this move for induction of customs, IRS, PAAS and other groups people into OMG/SG.
Its merits are far better than demerits. So place OMG after PSP,PAS and FSP at fourth slot in your choice.

How many deputy secretaries in a ministry ?

What is chance of being posted in ED.

What about chances in finance ministry ?

After STP they ask us where to work or it is random ?

It is good to talk highly of the group you work in. Howeverm its not advisable to spread false news about other occupational groups. Since I am from PAAS, I have the right to set the record straight. At present , there are more than 35 officers of PAAS in grade 21. Even 30th Common is in 19 grade (OPS). So it is not correct to say that there are not any promotion opportunities in PAAS.

And yes, some officers from PAAS do try to joing SG in grade 19, but no policy exists for induction to grade 19 from other occupational groups. It is under a stay from court I think.

Moreover, the Federal Secretariat is the representative of all occupational groups. It should have adequate representation from other occupational groups and provincial officers.
