IS DEMOCRACY POSSIBLE IN THE THIRD WORLD Democracy is believed to be the best form of goverment in the contemperory politics.it is the rule of people,by the people,for the people.In a democratic nation,state is effectively and efficiently provide the needs and wants of its masses according to the right aspirations in a disciplined enviroment.democracy is possible in the third world,if the organs of the state work accordinto their prescribed jobs,if the countries donot accept dictation from the west,if freedom of media is guaranted,if the rule of law prevails,if the concept of walfare state is practiced.if human rights are given importance and if personalization of politics and dictorial rules are controlled.for instance, INDIA is the largest democracy in the world but its people heart and minds have yet to capture true democratic spirits.GANDHIS and NEHRUS of india have dominated indian politics since her inception.likewise in pakistan BHUTTOS,MUKHDOOMS MURRI, CHAUDHRYS AND SHARIFS,similarly in SRILANKA BANDARANAIKE FAMILY,in INDONESIA SUKARANPUTRI FAMILY have dominated the political system.dictorial regimes have also played their role in this context.There are number of reasons that become a hinderance in the way of true democracy.APPARENTLY, west maddling in their foriegn affairs,bad performance of organs of the state in these countries,judicial and media crisis,the capitalistic approach,the concept of welfare state has been diminished.THEREFORE,if the organs of state work effectively,freedom of media is guaranted,the concept of welfare state is practised,human rights and will of people are given importance,last but not the least personaliztion and dictorial influence are controlled,then there is no doubt that the third world countries will experience true democracy.

A good attempt. Some suggestions:

1. You need to improve your grammer. For example you have stated "In a democratic nation,state is effectively and efficiently provide the needs ......"

This sentence needs rewriting.

2. You have stated "for instance, INDIA is the largest democracy in the world but its people heart and minds have yet to capture true democratic spirits.GANDHIS and NEHRUS of india have dominated indian politics since her inception.likewise in pakistan BHUTTOS,MUKHDOOMS MURRI, CHAUDHRYS AND SHARIFS,similarly in SRILANKA BANDARANAIKE FAMILY,in INDONESIA SUKARANPUTRI FAMILY have dominated the political system."

Most of these families did dominate the politics and were in power, but they were democratically selected. What do you want to prove by this sentence is unclear.

3. You have stated "APPARENTLY, west maddling in their foriegn affairs,bad performance of organs of the state in these countries,judicial and media crisis,the capitalistic approach,the concept of welfare state has been diminished.THEREFORE,if the organs of state work effectively,freedom of media is guaranted,the concept of welfare state is practised,human rights and will of people are given importance,last but not the least personaliztion and dictorial influence are controlled,then there is no doubt that the third world countries will experience true democracy."

Although these are contributing causes of failure of democracy, but the main culprit "Military Regimes" is not discussed in detail. Please give more importance to the main problem and then go to other items in terms of their importance.

IF a small piece of work done now may save alot of work alte,we ought to act in prudence. As SHAKESPEAR says DELAYS HAVE DANGEROUS ENDS. Thanks for ur suggestions brother or sister. U have rightly said about the first one.let me explain the ans of ur 2nd question.yes ur right that these personalities were elected through election but in most countries they turn the country into republics like in nepal.they have personalized the politics its not in a true democratic sense. Yes ur again right i forgat to mention the military intervention.can i quote the example of myanmar. Thanks i will try again and improve my english under seniors like u. Regards sabahat

I am brother. Well, about second question, my point is to clarify your sentence, like now you are giving me example, you should have done this in expansion. It is important because you stated a fact, but didn't relate it to the question in hand. Try to relate things. This will make your expansion more readable and off course fetch you good marks.

HOW WOULD BE THE 2011 ?

When this questions raise in our minds . We felt hopeless because currently our country circumstances drastically going down. Every body going to blaming, no body take a owner ship of own responsibility.
We all knows about our politician unfortunately once again they chosen current cabinet member.
Raja Peraviz Ashraf involved in corruption of rental power plant, Magdum Amin Fahim he had done a great job, last year he visited in dubai night club and meet with manager of club Mr. Ayaz Niazi after that we seen Mr. Ayaz become a chairman of NADRA and he had done corruption of Rs. 1.5 Billion, Mian Manzoor Watoo , Naveed Qamar, Nazar M. Gondal, Ejaz Jakhrani, Rehman Malik these all minsters also done same job to involved in corruption, Sadar Arif Ali Illegal degree holder.

If any country have that kind of respectable politician, what we suppose to expect from Govt.
Last 60 years after the separation we are debtor of 4.5 trillion rupees but last 3 years we debtor of 9.0 trillion rupees which is more then budget of Govt. of Pakistan. Every person of our country is debtor of Rs. 36,000/=
Its shameless , but I amazed to say that still many cases are pending in Pakistani court and most of the cases are our politician which involved in corruption.

Here I gave you the example of justices in our country.
1.General Zia ul Haq S/o Jalehandar and he is Imam of masjid . They are shifted in Pakistan in 1947 and lived in turnol 15 km far from Peshawar. In 19 50 they rented a house to Mr. A but unfortunately Mr. A had possession of house and they didn't gave them back. After that Father of Zia ul haq had case the file in court . Case going on Mr. Zia ul haq had become a Capt. Zia ul haq then, Major, Cornol, Birgadiar, Major General, Lft. General, Army Chief and then become a General of Pakistan army , during that period his case didn't final. At early in the morning the rental of his house come to office of Mr. Zia and give him a key and oppologies what ever he had done with him in past.
2.Pervaiz Musharaf S/o Musharaf uddin employe in Foreign Affair, he had dismissed with out any reason and his pension was stoped . He suit file in court but its didn't final When Pervaiz Musharaf become a Chief of Army Staff then Board of Revenue gave him back the pension of
his father.

Our Source of income based on agriculture goods, natural minerals to Import & Export. As well as we earn income from taxes also. Due to world wide recession Pakistan facing big floud, because lack of technology we won't be able to produce as better as crops, In our country foreign investment completely stuck, economic condition drastically going down. Literacy rate 25 % out off 100% how we would compete in international market? & How would be a 2011 ?

We need Prime Minster like a Mr. Liaquat Ali Khan. He was first PM of Pakistan belongs to india basically he was land lord , after the separation he shifted in Pakistan along with (2 – Hi gun & 3- Pants) after spending a long time in pakistan become a prime Minster when he had Passed away at that time he was debtor of hundred rupess of trailor & Shopkeeper,
once upon a time his wife Mrs . Rana Liaquat Ali ask him every parents trying to make some property of offensive . But you didn't make any thing Why,
He replied at the time of PM I had two option first spend whole life as a Land lord or a Govt. servant
so I prefer Govt. Servant .
Here I must discussed before coming Pakistan he was completed study from oxford University, at the time of his lunch or dinner , the meal was made for 50 – 100 person, whether they eat or not.
Simultaneously President Asif Ali Zardari during the visit of America took action against Federal Minster one was found in New york night club, Two minsters was found in during seen a Indian Mujra in club remaining one minster got rent lemozine car and the rental of car is $500 dollar per hour , and he visited whole america by lamozine.
If your looking in Sawat & Bunair , remote areas of Pakistan our 70% poor people spending life under the sky, they don't have meal to eat, they don't have cloths to wear, they don't have shelter to live.
And our minster spending life like a kings.

Once upon a time servant serve a lunch to rich man and mistakenly he fallen glass of water on his cloth rich man were very angry and order to some body cut his neck. I spend here 30 years of life , just for small mistake you order to cute my neck , amazingly said by servant. Servant angrily put whole jug of water on rich man cloths. Here I am trying to say that if one time you had done mistake then its fine but if you revised again & again thats a blunder which never forgive,
Like wise we are doing with our politician we gave them chance again & again, our 2010 budget
Rs. 33 lac for BBSYDP means 1000 for per house, Rs. 2 billion federal Govt, Rs. 663 million for Public Sector Programme, Rs. 273 million for provinces, Rs. 14,525 million for finance division, Rs. 13,639 million for Railway, Rs. 28,430 million for water & Power , Rs. 300 million defense.

Our county population 18 million and 80% population belongs to remote areas after coming this budget what kind of immunity we gave it to poor people , we didn't gave them relaxation amazingly after coming budget the inflation rate day by day increase lower class people didn't aford to eat three times meal.

If I say here we can improve to implement new policies. First of all we introduce different cadres of taxes like elead class will pay 10%, middle class 5 % , lower class will not pay any thing , we need to improve our check & balance policies and strick Law enforcement laws, invite foreign investors to invest in our country with help of this we increase new opportunity for new comers.

Default Democracy: Is this system workable in Pakistan

Democracy:-Government by the people; a form of government in which the supreme power is vested in the people and exercised directly by them or by their elected agents under a free electoral system.

Background:-
Pakistan got Independence in 1947 and appeared on the world map as a Islamic Republic State. To get independent state idea was entirely based on to form the Islamic society so that its people can spend their lives in the light of Islamic principles and they can orientate the future polity, economy and mode of governance of the country.

It was a matter of grave misfortune that soon after independence we lost Quaid-e-Azam founder of Pakistan who was perhaps the only one capable leader who knew the means of true democracy, after him the nation fell into the hands of feudals and until now they are holding it due to that democracy is a blessing unknown to the people of the part of this world. After him first decade was completely unrest with political instability as many as seven prime ministers resigned or some of them were ousted. Soon After independence Liaqat Ali Khan became first prime Minister of Pakistan. He was also called the right hand of Quiad-e-Azam, the leader of Muslim League and first governor general of Pakistan. Liaqat Ali Khan had played Vital role in the independence of India And Pakistan, he also established ground work for Pakistan's foreign policy. It was Khan due to him India agreed to resolve the Kashmir issue in a peaceful manner through the efforts of United Nations. During his tenure he maintained good relations with United States and Great Britain. Liaqat Khan was assassinated on 16Oct1951 with two shot on his chest.


After Liaqat Ali Khan murdered Khawaja Nazimuddin became Prime Minister who was also second governor general of Pakistan after Quaid-e-Azam early death in 1948. During his period there was rapidly rift within the Muslim league, especially between Punjabi and Bengalis, but his period was cut short in 1953 due to religious movement began to remove the Ahmedi religious minorities from the power positions and demanded to declared them non Muslims. Before it situation became out of control Ghulam Mohammed, the Governor General asked him to step down, Khawaja resisted but he used his reserve power which allowed him to dismiss the prime minister. The dismissal of Khawaja Nazimuddin by the Governor General signalled troubling trend in Pakistan Political history. After him 1953 Muhammad Ali Bogra became the third Prime Minister, he was relatively unknown face to the people as he was serving as Ambassador to US when he was recalled to take the office of Prime Minister. As Prime Minister he set out to form a constitution. In order to complete he outlined his famous 'Bogra formula' that sought to form bicameral legislature. An upper house would have 50 seats, 10 seats from East Pakistan and 40 were from West Pakistan. Lower house contained 300 seats, the lower house seats would be determined on base of population and east Pakistan got 165 seats and remaining 135 combined seats were hold West Pakistan but would be split among the provinces. There was also put one provision if President of Pakistan were from from West Pakistan then the Prime minister would be from East Pakistan and Vice Versa, the plan was very popular but was killed when Ghulam Muhammad dissolved the Pakistan assembly in 1953. Muhammad Ali bogra was forced to resign in 1955 by Iskander Ali Mirza and he was returned to his ambassador post, In 1962 he became the foreign minister of Pakistan. From 1955 - 1958 four prime ministers came but no one stayed for long time.


This situation paved way for Pakistan’s first military takeover. General Ayub Khan was the first military leader who introduced Marshal Law in 1958 to 1969, & General Yahya Khan from 1969-1971. In Practically Pakistan remained without democratic constitution till 1973. Zulfiqar Ali Bhutto became the fourth President of Pakistan from 1971-1973 and ninth prime minister in 1973 after he gave the third constitution to the country. Zulfiqar Al Bhutto was very clever and active leader he also known as the founder of nuclear programme as after Indian first nuclear test in 1974 he sensed great danger of Pakistan and in the press conference shortly after India's nuclear test, prime minister Bhutto said " even we have to eat grass we will make nuclear bombs". In Bhutto’s regime most big industries like steel, chemical, cement were nationalized. Despite of some decision which was not in the favour of Pakistan still Bhutto period concluded as the successive period in the history of democratic Pakistan's government as during his tenure there was absolute fall in poverty from 46.50% by the end of military rule to 30.78% by 1979-1980. During his Leadership Bhutto also faced a high scale criticism from his opponents. Finally he was thrown in 1977 by Gen Zia ul haq imposed the third Martial law. Bhutto was executed in 1979 after Supreme Court of Pakistan sentenced him to death for authorising the murder of political opponent in a move that many believe was done under the directives of General zia ul Haq.


Gen Zia held out solemn promise to establish Islamic democracy in the country within 90 days but continued to rule in the country as an absolute autocrat for number of years. He only promoted cult of sectarianism and extremism in the name of Islam that was to curse the social, political and religious life of the nation during the coming years. During his tenure he could not spell out a word that what he meant by Islamic democracy. In December 1984 after the Presidential referendum, elections for National Assembly and provincial assemble were held in February 1985 on non party basis. General Zia nominated Muhammad Khan Junejo as the Prime minister of Pakistan in March 1985. After being nominated Muhammed Khan Junejo promised that he would lift the Martial Law and restored the civilian government. Junejo's position was weak and vulnerable under the Zia amendments made in the constitution in which position of President was more strong than Prime minister, despite his weak position Junejo after being sworn as Prime Minister carried out his promise of lifting Martial law and restoration of fundamental rights but at the price of 8th amendment and the revival of constitution. Mohammad Khan Junejo introduced a five point program. The program was multidimensional in nature. The main objectives were to induct a new and progressive civilian order, finish the corruptions, other social evils, form the institutions for justice, and liberate at least 50 percent people from illiteracy, and to make socio - economic growth for the country. After lifting Martial law Junejo tried to take course independent of Zia. He annoyed top Militaly officials after taken back their big cars and replaced them small cars. His government even tried to probe into the military fiasco at Ojheri camp near Islamabad which resulted in the death and large number of injuries of civilians, this probe perhaps becomes the cause of dismissal of his government. Junejo's government met with sudden and unexpected end when he was returning from South Korea visit in May 29, 1988. Gen Zia dismissed Junejo by using controversial rule 58(2) b of the constitution. According to Zia law and order broken to the alarming extent and government could not be run in accordance with the constitution. Although Junejo had no claim on his position as he was appointed by Zia, but his performance was commendable, with limited option he did best what he could do. He restored the fundamental rights of the citizens under the constitution which was forget to them since long. He was honest political leader and during his period development was made specially constructions of the roads in rural areas and electrification of the villages.


In 17 Aug, 1988, Gen Za was also killed in mid air crash, He went Bhawalpur to see the demonstration of tanks where he was accompanied by the number of Generals, Joint chief of army staff, top military attaches and also US ambassador for Pakistan. On his return journey his military transport aircraft C-130 exploded in the mid air after few minutes of take off killing all passengers on board including the president. With the death of General Zia 11 year military rule also reached to its end. And country was set forth on the way of democracy.

After him Benazir Bhutto became the Prime Minster, Bhutto was sworn in as Prime minister in 1988 at the age of 35, she was the first and to date female Prime minister but she was removed after 20 months under the order of then President Ghulam Ishag Khan on grounds of alleged corruption. And then on 01 Nov Nawaz Sharif became the Prime minister of Pakistan, He Vows to end the corruption in the country, He focused on improving the infrastructure of th country and first time he introduced digital communication as well as privatization of the government banks which not only open the gate for foreign banks but also privatized the government industry. This practised was started in Benazir Bhutto period also. For the first time in the history of Pakistan he allowed foreign money can be exchanged from the private exchange companies before it was only possible from government banks and amount must not exceed than USD 1000. This was of immense benefit for the common people as high percentage of the population living abroad and they get remittances from abroad. His government was sacked in 1993 by Presidant Ghulam Ishaq khan used his vested power in him by 08th amendment to dissolve the national assembly on charge of corruption, nepotism, extra judicial killings, taking revenge and victimization of opponents. Six weeks later Supreme Court ruled that President order was unconstitutional, reconstituted the National assembly and returned Sharif to power on 26May. The Pakistan army stepped in and asked Sharif to resign, as a result of negotiation was Sharif and President Ghulam Ishaq Khan resigning on 18Jul 1993, soon after Moin Qureshi became as a care take and after shortly succeeded by Benazir Bhutto who was elected to office on 19Oct 1993. PPP got prestigious victory with two-third majority to continue her reform initiatives. According to the journalist Shyam Bhatia Bhutto smuggled CDs containing Uranium enrichment date and same year in return she got missile technology. In 1996 amidst of various corruption scandals Bhutto was dismissed by then President Farooq Loghari by using his reserve powers according to the 08th amendment. The Supreme Court also affirmed President decision. Mr malik Miraj Khalid was asked to preside the interim government before new elections.



In 1997, Nawaz Sharif was re-elected as a Prime minister this was his second term. Following year on 28May and 30 May 1998, under his government Pakistan successfully tests her nuclear weapons in response of Indian nuclear weapons test which they explode couple of weeks back. It credit goes to Nawaz Sharif who personally resisted the immense pressure by the then president Bill Clinton who offered Nawaz with hefty amount tranfer in his account in order to stop the nuclear tests. He held a secret meeting with Pakistan’s scientist and it was decided to conduct country's first nuclear test, he also alerted Pakistan army officials to defend the country's nuclear installations. Under Nawaz Sharif's leadership Pakistan became the first Islamic and seventh nuclear country in the world. In 1999 afetr Kargil war thers was conflict between Nawaz Sharif and Genral Pervez Musharaf which Nawaz claimed he was not informed on the other hand Pervez Musharraf accused him for the defeat and killings of hundred of soldiers after getting troops withdrawl order. Later on when Nawaz sharif felt the fear that Musharraf would be danger for his government he tried to terminate him by stopping his plane landing after his return from Srilanka. But this day was not very lucky day for Nawaz Sharif, as Musharraf contacted to the army official and they arrested the Nawaz sharif after safley landed Pervez Musharraf plane at Karachi airport.

Taking advantage of pathetic leadership once again military took advantage and Gen Pervaz Musharraf topples the government of Nawaz Sharif, hence once again Pakistan falls into the hands of dictatorship which ends in Oct 2008. And PPP once again got elected with high mandate.



In the light of above background question arises does the democracy is workable in Pakistan?

Since, it couldn’t find continuity ever since Pakistan got independence. If we see India and Pakistan got independence simultaneously but both are at far end to each other in their governance. In India, their leaders force on the implementation of democracy and they removed feudalism from its grass roots level, on the other hand in Pakistan feudalism always remained dominant which results failure of democracy as power, wealth, laws always remain in feudal hands. In this system an oridinary man with best leadership qualities and capabilities cannot come up and if he comes he has to be the part of feudalism culture otherwise he always get rejected. The national mosaic is composed of Sardars in Balochistan, Khans in KPK, Wadheras in Sindh and Landlords/Chaudhry in Punjab. They all hold absolute economic, social and political hold in their tribes, and ethnic groups. With exception of small urban population, people living in rural area are their virtual slaves. Removal of such kinds of system is very important as the people work under them is treated like animals and also they remain illiterate. In democracy three factors are very important.



1). Equality of ethics:-

Law and order should be equal in respect of rich and poor, this is what Islam also teaches us. Unfortunately in our country whether its civilian government or military government in rule its always seen there is misuse of rights, like pyramid structure is there the person who scale on heights is considered himself on above the laws and people on the bottom level has to comply with all the rules. Such kinds of indifferences are big halt in the way of democracy. This always remained normal practice from the day one until now.



2). Confidence of personal security:-

Government should assure the security of all of its citizens for their lives their money and their religion, as democracy only can be successful when all people have trust that they are safe and no one can victimize them for their personal benefits.



3). Belief in mutual prosperity:-

This is key responsibility for democratic government to work for mutual prosperity i.e country and their countrymen. Wealth should not go in one hand as Amertya Sen the Nobel Laurete in Economics says: “There is no Poverty in democracy" This means that democracy alleviates poverty by equal distribution of wealth and educating its people to bring prosperity.



Apart from the Military rule whenever democratic Parites(PPP and PML-N) in Pakistan got opportunities to govern the country through public votes, they promised them that they would convert the country into the one of the best democratic country by fulfilling the needs of common men by providing the source of educations so that they can get jobs and live life happily, but its always proved as fake promises and till today Pakistan is suffering without the blessing of democracy. When we look at the present government efforts its entirely against the democracy requirements, corruption is common, ministries are been given proudly to the feudals, food items and utilities are getting more and more expensive. Government do not bother about the opinions of other political parties as well as problems of the people are not properly addressed by the concern authorities.



Democracy Vs Dictatorship:-

As its stated above that democracy is the government of the people, for the people, by the people. In such a Government people are themselves the rulers and the ruled. Government is elected through public votes, in which all the adults citizens cast their votes and choose their leader. Thus its people government and its run through their elected representatives. On the other hand Dictatorship only one indvidual rules the country, means all the powers remains in his hand. People have no right to interfere in government matters. In India, England America etc there is democracy, and In China, Egypt etc,..there is dictatorship.

The main advantages of democracy is three,.

Firstly people enjoy their liberty in the formation of Government, they get all freedom for their selfexpression, they can critcize the goverment through public platform or press, they can dismiss the governement. Its the people who make and dismiss. In democracy people are powerful. In England, Sir winston churchil won the second world war and became the war hero, but soon after war his government was dismissed.

Secondly, In democraic government all people are treated equal, even sweeper can become the presidant of the country, there is no distintion made on the basis of cast, colour or sex. All people get equal opportunites.

Third democracy is best during peace times of a country, everything great is achieved through the public co-operation means each and every step taken by mutual understanding of people and government. Co-operation is basic principle.

But Democracy also some disadvantages its a very lengthy and time taking process to for everything, first of all some legislation has to passed. It take pretty long time when government comes to any decision, It pass through long chain of officers and staff, thus very order has to pass through so many hands thats why its said its not working during war times. Further its success and failure depends on voters, if they are well educated they will choose the right person otherwise they will vote for any undesirable person. Thus democracy depends upon the voters.



Dictatoship has its own advanatges, specially during war times. A dictator no need to asked anyone before giving any order his words treated as final words. No one can dare to refuse them. Through heavy penalties and punishments he can free the country from corruption. In Pakistan, Egypt, Irag, Burma etc there were dictators.

But Dictators cannot be last, its very difficult to get good successor as dictator. Einstein the famous scientist, once said, " Dictators of genius were succeded by scoundrels". On top of all dictator rules according to his whims so there is great fear for country to move on wrong path, as there is no check on him. People cannot cticize the government or change the Government through constitutional modes. People have to act as dumb animal. They have no librty o express their views. These are the main demerits of dictatorship.



Keeping all above in our mind we can say democracy lead to the development of individual and society, In this form of government are liberated to express their feelings they do not have to act like sheeps and goats, also we see how dictators fell pleasure to called their government as democratic government, now a days. All progressive countries wants to follow the path of democracy.



As we all know Salvation of the country lies in restoration of Democracy in every walk of life, but who will be the superman advent amidst of this frustrated air and will lead our nation towards the true model of Democracy under the brand of Islamic Republic which is the tittle of country's constitution
