A Saga: From Solitarius to Eminent Balochistan

Balochistan is said to be the Achilles’ heel of Pakistan due to its geostrategic location and gigantic mineral and maritime resources. Being largest province of the country it lies in the south-west, covering 343190 sqaure-kilometers; forming 43.6%; of total area of Pakistan. Additionally it also provides the prominent supply of the natural gas along with the crude oil in every nook and corner of country through sui-gas reservoir (Largest gas reservoir in country). It would be not wrong to say that Balochistan is jugular vein to Pakistan in terms of energy need.

Since last decade, Balochistan was in cauldron of hot waters; containing the civil insurgency by the rogue and rebellious leaders, sectarian violence, extremist-radical organizations, foreign sponsored proxy’s adventurism and inept government squandering masses’ resources for their own luxurious and opulent lifestyle.

Baloch demographics are totally changed and contradict as compared to other provinces, the people prefers to live into form of tribes and follow their leaders aka Sardar, Nawab or Khan. Due to apathy and shattered-confidence of their leaders in federal government, all the native and local person went rogue in order to follow their own leaders. Some leaders went to self-exile to western states and others went to mountains and secret hide outs to patronize their people in order to wage a civil war against the state. Few of leaders quitted their attribution from politics of national-provincial mainstream and were engaged into peaceful movements to voice up the demands of provincial autonomy, fundamental rights for Balochi natives who were suffering in deprivedness, calling off the on-going military action against the rouged ones and asking federal government for equal share in national finance award.

Skepticism of Baloch leaders and Balochi people turned into realism, their solitary and roguish-skeptic beliefs further escalated when veteran leader of Bugti tribe, a graduate from Oxford University, former chief minister and Governor Nawab Akber Bugti was assassinated by jet bombardment in his hide out which was near to mountains of Dera Bugti during the Musharraf autocratic regime. That not only shattered all hopes of Baloch people to rethink their roguish attitude and to reconcile with the state but also triggered a new vigorous and deadly insurgency under the leadership of rebellious Bugti Sardars (Leaders).

Solitariness and segregation of south province of Pakistan gained more strength when military action was initiated against the roguish rebels and in election 2008 the nationalist and Baloch leaders were completely side-lined and ignored in collation government; which was formed by PPP in which the absence of Baloch leadership proved to be catalyst for further apathy, solitary and dejection.

The dormant-deteriorated situation of geostrategic region arose the serious concerns for the state establishment especially when a statement was passed by the American congress about the human rights violation and which supported the cause of independent Balochistan movement voiced up by the rebels. Sudden increase in the frequency of insurgency which not only escalated the violence based agitations against the security forces but also posed a serious threat to sovereignty of state. Energy supplying installations were being attacked by the rebels regularly and foreign engineers were being kidnapped and killed who were working over there for development purposes i.e. Sandak Copper mining project, Gwadar port construction and motorway infrastructure. Sectarian-ethno violence had also picked up the pace in the province, on weekly and monthly basis attacks were being observed on the Hazara Shia communities, pilgrimages travelling to Iran and innocent civilians belonging to different ethnicity coming from the other provinces for jobs and labour.

Having witnessed all of this state’s establishment brought a paradigm shift to the previous doctrine of handling the war-torn and deprived province which according to some intelligentsia is known as Musharaf’s doctrine. The new stratagem was eked out by the state’s establishment (Civilian-Military) and implemented in the province to erode all the prejudices done by the previous regimes. First and foremost much needed and debated autonomy and right to govern the province were given to the province, in 2013 elections Baloch leaders and nationalists were encouraged to participate and apparently a government was formed by nationalist after decades. New development packages were announced and royalty rights over indigenous resources were also handed to provincial domain and protected constitutionally through historic 18th amendment. A huge amount of financial resources were allocated to the provincial government for socio-economic growth of swelling poverty and destitute in the province. Military was called off from the war-torn and insurgent areas and focus was concentrated on the peaceful talks, dialogue and back- door diplomacy.

Since then Civilian-military leadership aka State’s establishment reappraised the doctrine of rejuvenating the solitariness and rampant conditions of side-lined province and creating the new opportunities to change the fate of poverty-stricken and debilitated masses of Balochistan. Here are some multi-pronged strategies or steps for making a province which is stuck into cauldron of solitary, sectarian-ethno violence and fragile socio-economic conditions to an eminent, prosperous, renowned and buoyant province.

Firstly there was clear U-turn in policy by state’s credentials to handle the sensitive issue of Balochistan, doctrine of hard-core counter-insurgency warfare and military usage were limited and in no time was set-off due to disastrous results of Akber Bugti assassination episode by Mushraf autocratic regime. International and local observers were distorting and
exaggerating the so-called human right’s violations and fuelling the voices to liberate the Balochistan as Independent state aka Azad Balochistan i.e. American congressmen aroused the issue at American senate and supported the cause of rebels to liberate the Balochistan. Pakistan foreign office expressed a serious concerns and rejected it all by a statement which stated that it was internal issue of sovereign Pakistan state and no one has right to interfere in Pakistan’s internal issues. In consequence Pakistan quickly rejuvenated the new policy and replaced mushraf’s doctrine which not only arose the new appetites but also long lasting culpability was diminished.

Secondly new clear-cut vision and priorities were maneuvered prudently to channelize the efforts in order to patronize the all nationalist and tribal leaders. By doing that the insurgency and isolation created by rebels who separated themselves from national fabric of politics can be mitigated. The escalated hatred, swelling violence and mutinous theology can only be eradicated by composite dialogue, utilizing nationalistic-diplomatic channels and equally meaningful talks. Realizing that Pakistani state supported the nationalists in 2013 election and gave them fully open and supported mandate. The mandate includes royalty over the colossal indigenous resources (Natural gas and oil reserves, Gwadar port and Sandak copper-gold reserves) of Balochistan as chief minister was appointed chairman of that provincial committee. Furthermore, mandate also includes for provincial government to initiate the talks and back-door dialogue with the separatists and rebels to call them back in the national main-stream politics and so they can be the part of socio-economic development of this poverty-stricken province. For this regard, in July 2015 an apex committee’s meeting was held, which includes top civilian-military leadership (Prime minster, Army chief, Chief Minister and Core commander) and decision was taken to announce an amnesty for all the rebels and separatists in the province. The call for giving up the militant and armed struggle was announced and all rebels were invited on the table for peaceful dialogue to eke out the resolute steps for the development, rehabilitation and prosperity in Balochistan.

Thirdly the Balochistan along with the insurgency is also suffering from the spasm of volatile instability, sectarian-ethno deadly violence and terror incidents conducted by radical organizations i.e. Jundullah, Lashkar-e-jhangvi and other TTP affiliated outfits. All of them have to do nothing with or have no relation with the Baloch narrative of asking the autonomy, royalty over the provincial resources and fundamental rights like authority to govern the province by their own people or nationalists. These fundamental-radical factions have their own agenda and theology according to their own translated script of Islam and also getting support from the foreign espionage, who are busy in destabilizing the Pakistani state. It is evidently founded that there is certainly a link between these factions and foreign agencies and both are working on evil plans to sabotaging the peace, economic development and social growth of the province. There is no any hidden secret that our eastern neighbour (India) never misses any chance to damage and jeopardize the Pakistan’s interests in the region in order to prove its hegemony in the south Asia. So the Pakistani establishment has realized that nexus between Indian notorious agency R.A.W and these
militant factions poses a disastrous threat to existence of the state and even worst some of rebels Baloch were also joining this devilish nexus and getting armed-financial support from R.A.W and Afghan Intelligence NDS through the Indian conciliates present in Jalalabad and Kandahar. Therefore immediately Pakistani military establishment started a counter-attack to wipe-out this venomous menace by Frontier core’s militarized action, conducting Intelligent based operations (IBO) and by cutting off their armed cache and financial support. As a result of these tiring and dire efforts drastic results were observed in security conditions and terror incidents were merely witnessed in the province. Many militant’s leaders were killed in IBO and joint military action by Frontier core and state’s law enforcing agencies. Manifestation of these efforts came into reality when holistic and massive celebration was watched in Quetta, Dera Bugti and other corners of province by all over country on electronic media.

Fourth and finally the fate-changer project of China-Pakistan-Economic-Corridor (CPEC) has injected a new breath to war-devastated and dormant region of Balochistan. The arrested development of Balochistan could avail the new horizons of opportunities and avenues of regional socio-economic development. The province which was stuck into the cauldron of the belligerence and antagonism and fragile socio-political conditions can now witness the new era of political stability, economical evolution and regional integration. The China– Pakistan Economic Corridor (CPEC) is an ongoing development megaproject which aims to connect Gwadar Port in south-western Pakistan to China’s north-western autonomous region of Xinjiang, via a network of highways, railways and pipelines to transport oil and gas. The economic corridor is considered central to China–Pakistan relations and will run about 3,000 km from Gwadar to Kashgar. Overall construction costs are estimated at over $46 billion, with the entire project expected to be completed in several years. The Corridor is an extension of China’s proposed 21st century Silk Road initiative. Out of thirty three economic zones eleven zones will be setup in Balochistan. Economic zone includes potential Gwadar oil city and terminal, oil refineries along with industrial parks as result of it enormous job opportunities will be created; as estimated round about 150000 jobs in the deprived region of Balochistan. Gwadar potentially can become the new Hong Kong of Balochistan and can easily eradicate the solatarius-deprived fate of region.

Conclusively Achilles’ heel of Pakistan is on the wage of new socio-economic order and horizons of blooming development as CPEC, new Janjua-Malik duo’s doctrine and stern action against the militant factions are epitomes of it. Pakistan has to continue this multi- pronged strategy for a long time to get the maximum of it because the stability of Pakistan as sovereign state is depending the secure-stable Balochistan. By witnessing this paradigm shift in region Baloch self-exiled leaders are willing to show interest in dialogue with the state’s officials and even furthermore they are ready to give up the antagonistic independence movement. Pakistan now must focus now to rebuild and retake the shattered confidence of Baloch people and fulfil their long desired dreams of prosperous Balochistan.
Government should be also vigilant and careful about any foreign adventurism (Proxy wars) to sabotage this dreamiest Project of CPEC as India and some gulf countries are not happy with this region’s development. Special quotas in government and private sector’s as well as in the Armed forces, should be prescribed for the Baloch students. Government must also focus on inclusive policy towards the Baloch natives and regional integration in every perspective and give them royalty over the gigantic resources and authority of Gwadar port. By virtue of this not only Balochistan will be eminent and prosperous but also Pakistan as state will touch the new horizons of triumphs.

The purpose of an essay is to make a point which is not very obvious. In your case you have mostly focused your efforts on incorporating difficult words in your essay. For a more balanced essay I suggest you work on your grammar and try to write simple English. Good luck!

Dear Tahir,

very nice attempt. Yet there is room for much more. Your use of vocabulary is impressive, but the examiner might not really get entangled into the exercise of decoding this wordiness. You know what, read your essay through, word-by-word, and I am sure you'll fail. It's very heavy. Focus more on the argument. Besides, you might not be able to reproduce this french in the exam conditions. Keep things simpler. An essay that you can manipulate according to the needs of the question. And yes, you need to work somewhat on grammar.

Brother,do not get discouraged by the virulent criticism of the these worthy members.keep it up.You have an impressive style,maintain it but yes there is always room for improvement.you should also focus on that area,and be specific and to the point when you are conveying something.there is no need to be fussy about particulars.you are just required to state your point of view objectively and precisely....keep on writing and lastly,always write in a defined domain.keep on working hard.

Dear Respected members, i am deeply thankful to all of you who read the whole article comprehensively and shared their valuable critic on it, yes of course brother as this is my second articulation ever i have written on any issue, reason for putting this here and asking for critical analysis was obvious to learn more and more from you brothers. Vocabulary is impressive my suggestion would be like try to impress your reader by your arguments rather on vocabulary

i am extremely overjoyed to read your critics and suggestions, will definitely act on your precious provided guidance. yet again thanks to all who read it comprehensively and gave their valuable thoughts over it. will post my next articulation in few days and same kind of critical analysis is eagerly welcomed.

good essay, but what i have concluded is that:
1. punctuation problems.
2.come paragraphs are less connected to other.
but overall, very good essay especially vocabulary.
