Default A letter to the editor : Abolish quota system from CSS

I have just come acrossed this letter in the dawn. I want your coments on it.

So here it goes,

Abolish quota system from CSS

I WOULD like to appeal against the quota system in the CSS examinations conducted by the Federal Public

Service Commission (FPSC) every year. The CSS is really a competitive examination, then it should strictly stick to being one.

Mostly, the top 30 position holders in the CSS are allocated to either the Police Service or DMG groups upon their preference. However, in case of Sindh someone getting a 128th position can get into these groups too because of their quota.

If merit is the FPSC’s sole doctrine, then there should be no disparity in the allocation of jobs. The difference of quality between these two groups can be easily understood. This leads to inefficiency and nothing else.

On the contrary, I oppose the 10 per cent quota for women too. Women are being inducted into the Pakistan Army and PAF but there they have no quota system.

I suggest that the CSS should be an open competition for all those who aspire to be CSP officers without any quota.

Otherwise, there is no need for the FPSC. All this work can be done by the Provincial Public Service Commission.

Everyone regardless of gender, province, etc., should be evaluated and allocated posts according to merit.

Dear Brother,

This reply is not to irritate you...It is just to show different people at different places feel. I donot have any personal prejudices or feeling here. Since i am resident of Karachi-Sindh I would like to adovcate the cause of sindh.

As every aspirent of CSS knows that resources of Pakistan has been divided on the basis of Population, why not the CSS be divided on the same basis?? Do you have any anwer to this question??

Lets suppose that we abolish the even today's NFC formula for the divisible pool then 65% of the total pool that comes from the Excise & Texation through the sea port should fall in the bucket of Sindh??

If i am wrong then kindly correct me. In such a case the provinces with greater population like Punjab & KP would be suffering bcz the managing population requires fund and those funds (in majority) are being generated either by sindh from the sea port or from Balochistan through the mineral resources.

Now you can guess the future of Provinces that claim thereselves Big Brothers.

Secondly, qouta system, although have created non-uniformity, it is also a blessing in disguise, donot consider css only, there are vacancies which have been divided on the basis of qoutas and has nothing to do with css. And the recommendation to abolish FPSC is a baseless argument because it acts on the behalf faderation.

So my humble suggestion is that if "any one wants merit to be the sole criteria for reward, the merit should prevail in all walks of life, not just in CSS".

Again no personal feelings & prejudices , Its just my openion.

i will also second u in ur opinion for countering this prejudiced propaganda.

dear there is no denying the fact that most of the candidates from punjab would not get allocation but from sindh and balochistan would be allocated even though they may be at lower merit position than their compatriots from punjab.

dear Zeshan u know very well that if quota system is abolished would any candidate from sindh or balochistan be able to get any seat? whether it will not increase the despodency already prevailed in these provinces? will they not feel ruled by their elder brother ()uphemism for punjab)? would they not propound the cause of indepedence?

dear u have rightly pointed that if there should be any quota system then there is no need of fpsc, i think it should be when there is provincial autonomy and federal govt reserve only a few subjects. when this will happen who will benefit and who loss is rightly pointed by faseeh. punjab would be deprived of a large chunk of capital which it is drawing from Federal divisible pool.

dear faseeh i read this article today in Dawn and thought to send a reply but u have provided me an apportunity to vent my anger here in cssforum

i think we should both write letters to Editor Dawn.

Thanks for your appreciation, u should write a reply to the editor. There is noting to get angry over, this is a fact that resulted in break-up of Pakistan in 1971. When people feel that they are ruled over by people they donot like, distrust prevails & once distrust rooted in the soil of mind, it is easy to get hijacked by a foerign-agency. This is what happened in case of East Pakistan.

Since the people of East Pakistan felt that they have been deprived of their rights (Leave the issue whether they were right or wrong), India found an opportunity to accomplish her ill-designs. As issues like KBD, Issues of Lower & Upper riparian over Indus waters have shattered the brotherhood amongst the provinces, we should not add to this list another issue of "Merit base allocation of CSS-Seats."

Again no personal feeling.

If qualifiers of CE 09 are allocated on Merit Base on 300 seats, this will be the situation in the absence of Quota System.

Punjab = 216
Sindh = 32
Balochistan = 15
K.P. = 28
Nafata = 6
A.J.K. = 3

We need quota system to balance out the allocation.

qouta system is very beneficial for all the provnces...one should not get prejudiced about it.
One 's preference be only to study hard,afterwards God would give him/her reward

First of all let me explain that I am from sindh by birth, not from punjab and the writer of this letter is unknown to me.

You seem afraid of punjab.When would we learn impartiality and selflessness in our issues individually n collectively? Some guys have tried to mix up this issue with politics to serve their vested interest , can any one cite me an exemple of quota system in competative exams in developed countries?

let other province compete punjab by dint of labour not luck.

Dear My Brother Invincible,

I apologize if i hurt your feelings... I never meant it.

The things that i mentioned about resources was not meant to target any individual. Nor my post was aimed to address you for the post.

I just wanted to say that let there be a principle and follow that principle every where, every thing we do should be in harmony with that principle. If people want quota, let every thing in terms of quota, if they want merit let every thing be in terms of merit.

Actually the thing that hurts in contradiction in principles, for to me it speaks of a conspiracy for..

That's what i wanted to say.. Again if i am wrong kindly correct me. And finally don't worry be happy. No one is going to do unjust with us.

Respected last island,

I adore you for your God gifted talent and competence.But at this point let me dare to disagree with you.

I cant see murder of merit on the basis of just domicile, can you? Let the merit prevail irrespective of any qouta.
